- This is a Notice of Intent to direct a subcontract, from the National Science Foundation (NSF) to Dr. Jon Krosnick to design and supervise methodological studies that will provide substantial improvement to the surveys of scientific and other highly trained personnel that NSF?s division of Science Resources Statistics administers. Dr. Krosnick is uniquely qualified to undertake this work because he possesses a unique combination of an unparalleled command of the research literature in survey methodology, an extensive and distinguished publication record featuring important methodological experiments on a range of survey design problems, ample practical experience as a consultant working on numerous surveys, and a proven ability to deploy his skills and experience to address survey design problems creatively. In addition, he is a world leader in the optimal design of survey questionnaires and in survey methodology in general. There are no other known sources with his combination of specialized expertise. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c)(1). Interested persons may identify their interest and capability to respond to the requirement of submit proposals. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed subcontract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
