- Description
- The United States Special Operations Command (USSOCOM) is commencing an effort to assess Low Probability of Intercept/Low Probability of Detection (LPI/LPD) Terrain Following/Terrain Avoidance (TF/TA) radar technical maturity. The government’s plan is to collect and assess radio frequency emanations and terrain data from demonstrations of relevant critical technology elements. Using data from the demonstrations, a final report will be required that describes an approach that meets the requirements of the Silent Knight System Requirements Document (SRD). This report shall contain evidence that the approach is sufficient to enter Systems Design and Development. It is anticipated Request for Proposal H92222-05-R-1119 will be issued o/a 21 Dec 04, on a full and open best value competition basis with the possibility of up to two awards resulting from this solicitation. A cost plus incentive fee completion type of contract is anticipated with a period of performance of no longer than 12 months, including the time required to prepare and submit a final report. The security level of the multi-mode TF/TA radar system program is at the SECRET/NOFORN level of classification. A draft Security Classification Guide (SCG) for this program will be available upon request and may be required for guidance on proposal preparation. Potential offerors are required to possess U.S. personnel clearances, cleared facilities, storage, and processing capabilities to propose on this solicitation as defined in the program SCG. In the event of discrepancies between information presented in this synopsis, solicitation or the SCG, the SCG takes precedence. All responsible sources capable of satisfying the Government’s requirements may submit a proposal and will be considered by USSOCOM. Proposals will be due by 1300 (Eastern Time Zone) 11 Feb 05. The North American Industry Classification System (NAICS) Code for this effort is 334511 with size standard of 750 employees.
