- THIS IS NOT A SOLICITATION ANNOUNCEMENT; THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THE SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS RELATIVE TO THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE 334511 (SIZE STANDARD 750 EMPLOYEES). RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS – SEE SUBMITTAL REQUIREMENTS BELOW. AFTER REVIEW OF THE RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS, AND IF THE GOVERNMENT STILL PLANS TO PROCEED WITH THE ACQUISITION, A SOLICITATION ANNOUNCEMENT WILL BE PUBLISHED ON THE FEDERAL BUSINESS OPPORTUNITIES WEB PAGE AT www.fedbizopps.gov. RESPONSES TO THIS SOURCES SOUGHT ARE NOT ADEQUATE RESPONSES TO ANY SUBSEQUENT SOLICITATION ANNOUNCEMENT. ALL INTERESTED OFFERORS WILL HAVE TO RESPOND TO ANY SUBSEQUENT SOLICITATION ANNOUNCEMENT IN ADDITION TO RESPONDING TO THIS SOURCES SOUGHT SYNOPSIS. PROJECT INFORMATION: USSOCOM is seeking information related to the demonstration, development, and production of a common Special Operation Forces (SOF), multi-mode, terrain following/terrain avoidance (TF/TA) radar system. This radar requires the capability of low probability of intercept/low probability of detection (LPI/LPD) characteristics while ensuring safe TF/TA in a high threat environment. The first step of this program will consist of a CY05 demonstration effort, which includes a pole test and flight test of a prototype radar system on a contractor furnished aircraft. Upon successful completion of this phase, a system design and development phase consisting of system development, platform integration, prototype fabrication and flight test will follow. The program security level will be at the SECRET/NOFORN level. Program requirements are identified in the Draft Systems Requirements Document. This document is available upon request to the SILENT KNIGHT program team at silentknight@socom.mil. Please provide your companies cage code in order to verify security qualifications. SUBMISSION REQUIREMENTS: Responses to this Sources Sought Synopsis will provide the following specific information to include, but not be limited to: 1) Separate Rough Order of Magnitudes (ROMs) for Cost and Schedule for your technical approach for both the Demonstration and Development phases of the effort. 2) The technology readiness level (TRL), as defined in DOD 5000.2-R, Appendix 6, of the technologies you intend to use to meet the requirements of this effort. 3) Any anticipated proprietary information, data, or techniques that will be included in your technical approach to meet this requirement. Specify the nature of that data and why it is needed. 4) Identify the top five risk areas inherent in your technical approach. Indicate how these may drive cost and schedule. Identify potential mitigations for these risks. 5) Past experience in designing, developing and integrating radars with specific references to LPI/LPD and TF/TA. 6) It is highly desirable that the first production unit be fielded early in FY09. Please provide a high-level program plan that comes as close as realistically possible to meeting this goal. Appropriately cleared USSOCOM support contractors will have access to the information provided. Responses may be submitted in Adobe Acrobat, Microsoft Word, Project, and Excel formats, etc. Responses to this sources sought MUST include information as to the size of your business relative to the NAICS 334511 and 750 employee business size. Please state the size status (i.e., Large, Hubzone 8(a), 8(a), Small Disadvantage Business (SDB), Hubzone Small, Small, Woman-Owned, Veteran Owned, etc.) utilizing the size standard. Based on the responses, the Government may elect to conduct follow-on communications and/or meetings with interested and responsible sources. If you choose to submit proprietary information, mark it accordingly. Classified information will be accepted, but please mark it accordingly and send it via appropriate channels.
