Description
This market research and sources sought notice is to seek and identify potential sources of supply for various secondary items used to support FIREFINDER Radar AN-TPQ-36(V)8 configuration. These spare items are required by Commander, US Army CECOM, Firefinder Branch, Combat Identification-Radar Division, Intelligence, Electronic Warfare & Sensors Directorate, AMSEL-LC-IEW-C-CF, Building 1201E, Fort Monmouth, Ne w Jersey 07703-5000. This action is required due to a continuous surge in Average Monthly Demand (AMD) for use of the AN-TPQ-36(V)8 systems in support of various on-going missions. The current sole source supplier for these various items is Northrop-Gru mman Corporation. These items must be procured to secure and maintain mandatory operational readiness levels and to replenish spares for the AN-TPQ-36(V)8 FIREFINDER Radar systems. Firm commitment to contract delivery schedule is extremely critical. The Government intends to procure these spares through a three-year Indefinite Delivery Indefinite Quantity (IDIQ) type of contract based on range quantities. Contract will be awarded with a minimum range quantity at a Not to Exceed (NTE) cost to be agreed by the Government. In addition to individual spare item general specification, some of these items will require End Item Testing. The Government cannot guarantee availability of an end item for Government Furnished Property to be used for testing. Additionally, the Governm ent does not currently possess detailed Level III Technical Drawing Package adequate for production, nor complete detailed specifications or repair and testing documentation for competitive procurement of these spare items. A listing of these items can b e obtained by submitting an inquiry to any of the Point of Contacts (POCs) listed below. Potential suppliers capable of successfully manufacturing and deliver these spare items as a package to satisfy the Governments requirements must so indicate by writing to the address noted above or the listed contractual POCs for this announcement. Any response must include supporting documentation such as production samples, test procedures and results for individual spare item specification and end item specification, and proof of ability to comply with Governments delivery schedule, which has yet to be determined. In addition, potential sources must comply with the following requirements: 1) Identification of contractor as a Large or Small Business and type (HUBZone, 8(a), Women-Owned, or Non-Disadvantage) 2) Identify percentage of work that would be contracted and percentage to be performed in-house for each NSN 3) Past Performance for NSNs identified and/or similar NSNs and date of last manufacturing effort for these items; also provide Government contract number if applicable 4) Provide informati on to demonstrate adequate production facility and resources (equipment, tooling, space etc..) are available to perform on this three-year IDIQ contract 5) Provide current quality standard certification and quality standard that would be in-place for this contract.
