Description

The National Institutes of Health (NIH), National Cancer Institute (NCI), Radiation Oncology Branch (ROB), plans to procure on a sole source basis, maintenance and software service agreement for an X-Knife and Image Fusion software system, with Auto Suture Company, Division of US Surgical Corporation, 150 Glover Avenue, Norwalk, CT 06856. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The work being generated by NCI and the clinical protocols used in the ROB clinic require current, up-to-date devices to be implemented for these systems. The current X-Knife and ImageFusion systems that are maintained are a stereotactic radiosurgery system that functions on an existing as well as future linear accelerators. The contractor shall provide software upgrades. These systems provide stereotactic positions, immobilization and alignment hardware, precision stereotactic applications and an FDA approved treatment-planning system (DICOM-3 compliant, angiographic, CT, MR, simultaneous 3 image sets per patient, preplanning with CT/MR without localizer frame, auto identification of BRW/CRW rod positions, auto contour, surface tilt and display, transform to BRW/CRW coordinates, interactive 3D anatomical surfaces, multi-isocenter dose calculation, comprehensive QA checks in planning software, and automatic beam optimization). These systems and mini-multileaf collimator provide the means to perform both stereotactic and medium field conformal radiotherapy localization, treatment planning and treatment delivery. Other hardware included are an intubation head ring assembly with Keller Teil head ring positioner, a Gill-Thomas-Cosman relocatable head frame, a localizer Depth Helmet for positioning verification, and a head and neck localizer frame (HNL) for the MMLC (mini-multileaf collimator). The system has a visualization workstation that includes a 21? color monitor, 512 MB of memory, 18GB or greater hard drive, 4mm DAT drive, CD-ROM drive, Ethernet, laser printer, modem and UPS uninterrupted power supply. Contractor shall provide standard contract maintenance during the contract period. Contractor shall provide one (1) preventative maintenance visit during the performance period. All parts, labor, and travel expenses required to keep the systems functioning properly shall be included. Service shall be performed by technically qualified factory trained personnel who shall have experience in servicing the stereotactic radiosurgery system including the X-Knife and ImageFusion covered by this service agreement. Emergency services shall be provided during the term of the contract at no additional cost to the Government. All primary service personnel shall have at least one individual person for backup support and the individual shall have at least the same level of expertise on the equipment. The software and hardware of the X-Knife and ImageFusion shall be in accordance with the manufacturer?s latest established service procedures, to include telephone access and technical support for use of the program software and trouble shooting of the operating systems at no additional costs to the Government. Software maintenance and updates shall include automatic transmittal of upgrades to software for the systems. XKnife and ImageFusion software and hardware are proprietary to Radionics Software Applications, Inc. now Auto Suture Co., a division of US Surgical Corporation. Period of Performance: one year from issuance. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 p.m. EST, on October 26, 2005. Faxes and emailed capability statements are not authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
