- OR PFH 244-1(1), SUN RIVER TO MT. BACHELOR, Deschutes National Forest, Descutes County, OR. THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit their information by e-mail to contracts@mail.wfl.fhwa.dot.gov or by fax to 360.619.7932 for receipt by 5:00 pm local time on October 25, 2005. (NOTE: Should your HUBZone firm fail to respond by this deadline, you may still submit a bid/offer.) Your submission must include the following: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) your date of HUBZone small business certification; (c) a statement of your bonding capability, including both single and aggregate totals; and (d) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. PRELIMINARY PLANS and a letter for additional information regarding the plans are in electronic format only and are provided with this synopsis. THE PROJECT INCLUDES Construction Survey and Staking; Contractor Quality Control and Assurance; Contractor Sampling and Testing; Construction Schedules; Erosion Control Devices including 26.8 ha Tacifier, 620 m Silt fence, 88 Check dams; 10,000 m3 Watering for Dust Control; 61 ha Clearing and Grubbing; Demolition and Removal of 10 Culvert pipe, 70 Signs, and 1 Structural plate; 193,000 m3 Excavation and Embankment; 503 m Rock blasting; 85 m2 Geotextiles; 14,500 m2 Roadway Obliteration; 70 m3 Riprap; 67,046 t Untreated Crushed aggregate; 33 km Dust Palliative Crushed aggregate; 1,000 t Minor Crushed aggregate; 56,833 t Emulsified Asphalt Treated Base Course; 164,000 m2 Recycled Aggregate Course; 42,800 t Superpave Hot Asphalt Concrete Pavement; 430 t Anti strip Additive, type 3; 95.7 t Asphalt Tack Coat; 472 m 450mm culverts; 1,079 m 600m culverts; 28 m 3,600 arch or elliptical pipe culverts; 2 End sections; 180 m Curb and gutter; Guardrail including 446 m System G4, type 4, Class A wood posts; 22.86 m System CRT type 4, Class A; 2 ea Terminal section Type G4; 2 ea Terminal Section Type Flared; Topsoil including 27,643 sq m 50 mm depth; 75,000 sq m 100 mm depth; 2.8 ha Seeding and mulching Hydraulic method; 2.8 ha Mulching dry method; 24 ha Mulching, hydraulic method fiber matrix; 53 m3 Sign system; 33 ea Removing resetting signs; Permanent Pavement markings including 108,500 m Type B solid; 33,100 m Type B broken; 5 ea Type H Turn Arrow; 200 days Traffic control supervisor; 11,000 m Temp traffic control Pavement Marking; 87 m2 Temp Traffic control construction signs; 2,400 hrs pilot car; 3,000 flagger hrs; and other smaller items of work. PROJECT IS LOCATED approximately 18 mi south of Bend within the Descutes National Forest. Work shall be completed by September 30, 2007. Estimated PRICE RANGE is between $5,000,000 and $10,000,000. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
