Description
SMALL BUSINESS SOURCES SOUGHT. This is a Sources Sought announcement only. Northern Region Contracting Center is seeking information from interested small business sources on market capabilities for Headquarters, Installation Management Agency (IMA ). The requirement is for Antiterrorism Vulnerability and Program Assessments for approximately 60 specified installations within a 21-month period. Requirement includes conducting the full-spectrum Force Protection vulnerability assessments utilizing th e current version of the Defense Threat Reduction Agency Antiterrorism Vulnerability Assessment Team Guidelines (JSIVA) as the basis; required to notify the installations and appropriate IMA regions of the upcoming assessments; collect current information concerning the facility and surrounding areas, and identify local, state and national agency points of contact for any pertinent information. Assessments will include a Risk Analysis to determine the harm that may be done to an installation because of the location, resources, or equipment associated and an Antiterrorism Operational Assessment (AOA) to test its ability to detect terrorist pre-operational surveillance activities, execute security procedures, implement installation defensive measures to prote ct from terrorist attack and control access. Provide assistance to installations in developing, writing and/or updating shortfalls in site specific Force Protection Plans, utilizing the AT Plan template for fixed installations and including all five pilla rs (Information Security, Physical Security, Antiterrorism, Law Enforcement, and High Risk Personnel Security) of force protection. Prepare, enter and maintain relevant information derived from the assessments into the Core Vulnerability Assessment Manage ment Program (CVAMP) database IAW requirements contained in DoD O-2000.12-P. The NAICS code for this acquisition is 541690 - Other Scientific and Technical Consulting Services. The period of performance will be a base year with a one-year option period. At a minimum, offer response to this Source Sought notification shall provide: 1) documentation (not to exceed five (5) pages - front and back (or ten (10) single-sided) - standard 8 1/2 X 11 pages using not less than 10-pitch font) describing the offero r's technical expertise in sufficient detail to make an informed determination of the offeror's ability to successfully perform the services described above; 2) socio-economic standards (Small, Small Disadvantaged, 8(a) certified, HubZone, Veteran-Owned, W oman-Owned, Historically Black University); 3) number and retention statistics for current employee base; 4) revenue for the last three years; and 5) past performance documentation of same/similar work dating back not more than three (3) years (this docume ntation shall show that the offeror has experience in the same/similar work described above and may include Government and non-Government contracts). All documentation submitted in response to this notice shall be submitted in electronic format by COB 8 November 2005 to the Northern Region Contracting Center (NRCC), ATTN: Joyce Jenkins at joyce.jenkins@eustis.army.mil.
