Description
THIS IS A DRAFT Solicitation only. The Government is requesting feedback on its DRAFT in order to better define requirements. Comments/questions should be sent to the e-mail in block 9, or by telephone in block 7. PUBLIC ORDER BRIGADE TRAINING, BASE SUPPORT AND FORCE PROTECTION. Background. The Civilian Police Assistance Transition Team (CPATT), Special Police Development Division (SPDD) Division is currently responsible for training, equipping and basing a specialized national law enforcement capability within Iraq to counter terrorists, insurgents and criminal activities, quell large-scale civil disobedience and protect high-level dignitaries. Currently, training at the SPDD Training Academies focus on creating the capability of the Emergency Response Unit (ERU), Provincial Special Weapons and Tactic (SWAT) Teams and a high-level governmental officials Dignitary Protection (DP) force, the stand-up of Public Order Brigades, the 8th Mechanized Police Brigade, and the Special Police Commandos. Scope. The contractor is to conduct training, provide base and force protection support required to support POB training. The POB cadre attend training to develop skills required to maintain law and order, protect critical infrastructure, and assume counter insurgency surge operations local police duties. The contractor will utilize the approved CPATT Public Order Programs of Instructions (POIs). Any modifications to the POI will be reviewed and approved by the COR/OIC and forwarded to SPDD. The contractor shall provide all administrative, logistical and training resources to operate the program of instruction. The contractor will provide all resources necessary to provide for the base support of each of the training cycles. The estimated POB population is initially 1500, which includes cadets, ex patriots, Iraqi national instructors, and interpreters. The POB population will not exceed 1300 and the goal is to graduate 1200 cadets per cycle. (100 Officers/1100cadets) 3 Period of Performance. The contractor will have an initial team on site after award of the contract. Estimated date of award is 11 December 05. Training and mentoring programs will commence no later than 15 January 2006 and this contract will run until 15 April 2006 with the ability to exercise four additional options. This acquisition will be a firm-fixed price Level of Effort (LOE) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government may exercise options to conduct one basic POB class in blocks of approximately ten (10) weeks. The Government may use specialized courses that are one to three weeks in duration. The conduct of selected specialized courses could be included in the base contract or presented under a separate task order to deal with possible future training. Option Periods will have the following approximate starting dates: Option 1: 4 March 06 Option2: 13 May 06 Option Three: 22 Jul 06 Option Four: 4 Oct 05
