Description
The Memphis District plans to procure two Indefinite Delivery Type (IDIQ) contracts for Cultural Resource Studies within the Memphis District Boundaries or assignments of the Memphis District. It is anticipated that two firms will be selected and tw o contracts will be entered into as a result of this announcement. Each contract will have one base year and four option years (to be exercised by the Government). The amount of work in each contract period will not exceed $500,000.00. An option period may be exercised when the contracts amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm-fixed-price task orders not to exceed the base contract amount. Description of Work to be performed are cultural resources background searches, research designs, reconnaissance, intensive terrestrial surveys, terrestrial site evaluations and testing, geomorphic examinations, mitigation, underwater surveys, underwater site evaluation, as wel l as analysis and report preparation relative to these activities. Responding firms, in order to be considered, must have or have access to one or more Principal Investigators with demonstrated competence and ongoing research interest in the work area. Th e firm should also have or have access to (on a consulting basis) an architectural historian, historian, underwater archeologist, geomorphologist, remote sensing specialist, zoo archeologist, paleobotanist and bioarcheologist. Responding firms shall have or have access to adequate experienced professional personnel as required in the development of Spatial Data Standards for Infrastructure and Environment (SDFIE) compliant geodatabases. The firm shall have the capability to provide such digital data in rea dable and fully operational format for use in the Districts AracSDE SDSFIE-compliant geodatabase. Proposal Evaluation Process: Proposals will be evaluated based on the factors outlined in the RFP solicitation (to be published on or about October 19, 2005 ). The proposed procurement listed herein will be a 100% small business set-aside. To qualify as a small business concern, the concern must have had average annual receipts for the preceding three fiscal years not exceeding $6.0 million.
