Description
Synopsis: LABORATORY TESTING SERVICES FOR US ARMY CORPS OF ENGINEERS, SACRAMENTO DISTRICT INCLUDING UTAH. The purpose of this solicitation is to provide laboratory testing services for the following, soil, rock, concrete, asphalt, and aggregate test with complete compliance and adherence to test procedures. The following are the testing references required for this request, to including but not limited to: American Society for Testing and Materials (ASTM) Annual Book of Standards, U.S. Army Corps Engineers, Engineer Manual (EM) 1110-2-1906, Engineering and De sign, Laboratory Soils Testing, 20 August 1986, U.S. Army Corps of Engineers, Waterways Experiment Station, Handbook for Concrete and Cement, Concrete Research Division (CRD-C), U.S. Army Corps of Engineers, Technical Manual " 5-822-8, Bituminous Pavements -Standard Practice, 30 Jul 1987, and the American Association and State Highway and Transportation Officials (AASHTO), Standard Practice R18, Standard Practice of Establishing and Implementing a Quality System for Construction Materials Testing Laboratori es. Potential Contractors are required to be certified by the American Association of State Highway and Transportation Officials (AASHTO). The laboratory shall be validated by audit by the Corps of Engineers, Materials Testing Center (MTC), for required testing methods. (Laboratory validation can be obtained at the following web site: http://www.wes.army.mil/SL/MTC/inspection.htm. Various testing shall be required, to include but not limited to the following tests: Sieve Analysis Tests, Atterberg Limit , Point Liquid Limit, Plastic Limit, Plasticity Index Tests, Density & Water Content Tests, Head Permeability Tests, Consolidation Tests (7-Load Increments & 3 Rebound Load Increments), Triaxial Compression R-Bar Tests, Compaction Tests Method C (6 inch di ameter mold), Soil Corrosively (Includes Resistively & Conductivity at 4 w/cs, Organic Content, PH, Sulfate, Chloride, & TDS Analyses), Compressive Strength Tests, Modules of Elasticity & Poissons Unconfined Compression, Modulus of Elasticity & Poissons Ratio (Static), Water Content Tests, Consolidation Tests, and Petrographic Examination Test.. It is anticipated a majority of the work will be located within Sacramento District, states of California, and Utah. The Government anticipates that up to four (4) BPAs contracts will be awarded under the proposed solicitation. Potential sources must identify their business size and, if the firm is a small business, how it will meet the Federal Acquisition Regulations (FAR) requirements for limitations in subcontracting for the proposed solicitation (or for similar completed cont racts) that states &at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The North American Industry Classification System (NAICS) code is 541380 with a business size of $6 million. Potential sources must submit a capability statement of no more than 1 pages in length, which addresses the following key areas: TECHNICAL - Potential sources must submit a list of recent projects that demonstrate their knowledge and past experience relating to all of the varying types of work described above. Individual task orders under BPA contracts should be listed as separate projects. Submit only current and past clients no more than 4 years previous and include a brief description, identify the capacity firm worked in on the project (prime or subcontractor), contract type, contract or task order value, dollar value of work s ubcontracted, percent complete, if complete  date completed, name and title of customer POC and current phone number. Identify those projects where the project management staffs have a good working relationship with Regulatory agencies and include the na me of the Regulatory agencies, agency POCs, and their current phone number. BUSINESS SIZE - Potential sources shall identify if they are a large, small, SDB/8a, or women-owned business.
