Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane. This requirement is for the procurement of NSN: 1375-01-379-5060, Initiator, Pyrotechnic Lead, MK 24 Mod 0 manufactured in accordance with Automated Data List (ADL) 53711-6702805A, and associated drawings, Quality Assurance Provisions and Supplementary Quality Assurance Provision SQAP-402-005. The ADL for these items, including all drawings, specifications and provisions, will be available by request to certified vendors at the time the solicitation is issued. Most documents are available via the Internet at http://assist.daps.mil (FBO note # 9 applies). An Export Control Technical Data (TDP) package exists for this NSN and the Arms Control Act and/ or the Export Administration Act restricts the release of this data. Only those companies that have completed DD Form 2345, and are certified under the Joint Certification Program, are authorized to receive the package. (FBO note # 8 applies). Solicitation will be issued for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract that will cover a 5 year ordering period in the following quantities: Initiator, Pyrotechnic Lead, MK 24 Mod 0, minimum quantity 60 each, maximum quantity 50,000 each. Contractor First Article requirements apply, quantity 1 lot each of 60 Units. The production lot delivery will be due 60 days after First Article approval (DAFAA). Production Lead-time for First Article unit?s production, testing and Contractor First Article test report is 120 Days after contract award. FOB: Destination, Inspection and Acceptance at Destination. The items required by the RFP contain class C explosives. DFAR clause 252.223-7002, Safety Precautions For Ammunition and Explosives (May 1994) applies. This Acquisition contains explosive Naval Ordnance items, which require special security, safety and transportation clauses. A pre-award safety and security survey of the successful offeror will be conducted prior to award to ensure compliance with DFAR clauses 252.223-7002 and 252-223-7003. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Contractors interested in responding with a valid quote may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of price and past performance evaluation factors as described in the solicitation. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors.
