Description
The Naval Research Laboratory in the remote sensing area has a requirement for research, development, engineering, and analysis support in the remote sensing of the atmosphere and of land, ocean and ice surfaces. In addition, the same support is sought for research and development in radio astronomy, astrometry and astrophysics. Remote sensing needs are support in information technology (IT) administration and security. Types of tasks include: scientific and engineering analysis of data from NRL space-based, airborne and surface-based remote sensing instruments; scientific analysis and modeling of atmospheric and surface processes; scientific analysis and modeling of the distribution and characteristics of background terrestrial an extraterrestrial sources of radio, infrared, and optical radiation; research and development of optical techniques and sensors with applications to the Navy Prototype Optical Interferometer, modulating retroreflectors, and adaptive optics; engineering analyses of proposed sensors; field experiments and laboratory studies. This list indicates the types of tasks involved in this particular requirement, but is not intended to be all inclusive. A complete Statement of Work (SOW) is available as part of the solicitation. Extensive knowledge of the following systems is required: WindSat,SSM/I, SSMIS, CMIS satellite microwave radiometers; the APMIR airborne radiometer; NPOI, VLA, and asymmetric laser communications systems. The period of performance is for five years (one base year and 4 option years) with an estimated total level of effort of 153,600 labor hours. The work will be performed both off-site and on-site at NRL. The Government anticipates awarding a cost plus fixed fee term contract. If foreign nationals are proposed, demonstrated ability to hire foreign nationals and process requisite paperwork pertaining to their eligibility for hire is desired. The RFP is being issued under 100% small business set-aside. The North American Classification Code is 541710 with a small business size standard of 500 employees. The response date published in this synopsis is the current estimated closing date. The actual closing date for proposal will be stated in the solicitation when issued.
