Description
The Space and Naval Warfare Systems Center, (SPAWARSYSCEN) San Diego, in support of the Office of National Drug Control Policy (ONDCP) Counterdrug Technology Assessment Center (CTAC), is soliciting white papers and proposals (technical and cost) for innovative research and development projects in counterdrug enforcement and support. The intent of this BAA is to identify and develop technologies that provide improvement in supply reduction capabilities, including the drug and contraband detection capabilities of federal (i.e., U.S. Coast Guard, Customs and Border Protection, Federal Bureau of Investigation, Immigration and Custom Enforcement, and Drug Enforcement Administration) and state and local Law Enforcement Agencies (LEAs). This BAA is focused generally on five major research and development (R&D) areas: 1. Methamphetamine laboratory detection. 2. Battery technology test and evaluation. 3. Low cost portable illicit drugs detection equipment. 4. Innovative surveillance system technologies. 5. Information management technologies. These five areas reflect the core interests of the CTAC Drug Supply Reduction capabilities improvement research and development program. Interest from other federal organizations, however, could be generated and selections could be made for funding by other than CTAC. The mission of the CTAC is to serve as the central counterdrug technology research and development (R&D) organization of the U.S. Government. CTAC identifies and define the short, medium and long-term scientific and technological needs of the federal, state, and local drug agencies. Within its mission, CTAC sponsors a counterdrug technology program to develop and deploy advanced technologies to improve national capabilities to reduce the supply of and demand for illicit drugs. The program includes: a) a technology research and development program to improve capabilities for interdicting drugs; and b) a Technology Transfer Program (TTP) to deploy technology to state and local law enforcement agencies for counterdrug missions. Additional information on the programs within CTAC is available within the CTAC web site (http://www.whitehousedrugpolocy.gov/ctac). Proposals for research and development that will support the mission of CTAC and its illicit drug supply reduction technology program will be considered under this BAA. Proposed efforts that offer new technologies and approaches that have the potential for significant improvement of current illicit drug supply reduction capabilities are specifically encouraged. Examples of areas that fall within CTAC supply reduction of illicit drugs mission and the scope this BAA include: ? Methamphetamine Laboratory Detection. Characterization of residual waste remaining at clandestine methamphetamine laboratory sites and certification of inhibitors for anhydrous ammonia. ? Battery Technology Test and Evaluation. Power supplies and conditioners that utilize batteries more efficiently, and battery technology test and evaluation that lead to more efficient utilization of available battery life. ? Low Cost Portable Drug Detection Equipment. Handheld illicit drug detectors for roadside use and in situ testing of individual suspects. ? Tracking and Surveillance Technologies. Low probability of detection audio and video surveillance systems that operate under adverse conditions. Mapping and geolocation capabilities for monitoring the movements and activities of cooperative and non-cooperative targets. Advancements in tracking and surveillance support technologies such as information displays, image capture and image processing and basic critical components such as batteries and antennas. ? Information Management technologies. Computer based tools for information gathering, management and storage, processing and retrieval; deep extraction of data; integration of existing systems in a modular format; data fusion; and operational applications while maintaining appropriate levels of security. This announcement will be open through 17 October 2006. To save preparation costs and other resources, offerors are strongly encouraged to submit an initial synopsis/white paper. The white paper shall not exceed 10 pages. The body of the white paper shall include, as a minimum, a technical description of the effort, a preliminary schedule, identification of risks, and a rough cost estimate. A cover sheet shall be included as the front page with the following information included (1) BAA number; (2) Primary technical area(s) (methamphetamine laboratory detection, battery test and evaluation technology, low cost portable illicit drug detection equipment, and/or surveillance system technologies) this submission is related to, (3) Lead Organization Submitting Proposal; (4) Type of business, selected among the following categories: "LARGE BUSINESS," "SMALL DISADVANTAGED BUSINESS," "OTHER SMALL BUSINESS," HBCU," "MI," OTHER EDUCATIONAL," or "OTHER NONPROFIT" (5) Contractor's reference number (if any); (6) Other team members (if applicable) and type of business for each; (7) Proposal title; (8) Technical point of contact to include salutation, last name, street address, city, state, zip code, telephone, fax (if available,), electronic mail (if available); (9) Administrative point of contact to include: salutation, last name, first name, street address, city, state, zip code, telephone, fax (if available), electronic mail (if available), total funds requested, and the amount of cost-share (if any); and preparation date. White papers may be submitted at any time prior to the closing date of 17 October 2006. However, the BAA will consist of 2 distinct cut-off periods; the 1st will 2 December 2005. The 2nd will be 3 March 2006. The final open period is from closing of the 2nd cut-off to 17 October 2006. White papers received during the final open period will be evaluated as they are received on the basis of funds availability. Any white papers evaluated but not selected at the first cut off, must be resubmitted for reconsideration at the next cut off. The same will hold true for white papers evaluated at the 2nd cut off. However those evaluated during the last period and considered selectable with no funding available will be re prioritized at any time that funds do become available. The Government reserves the right to issue contracts, grants, cooperative agreements or other transactions. Award decisions will be based on a competitive selection of proposals resulting from a peer and/or scientific review. The full set of evaluation criteria (listed in order of importance) are as follows: (1) Overall scientific or technical merits of the proposal; (2) Potential contributions and relevance to CTAC; (3) the Offeror's capabilities, demonstrated production, plan of execution, and facilities; (4) Realism of the proposed cost, and (5) Availability of funds. The initial submission (white paper or full proposal) will be evaluated using a reduced set of evaluation criteria from the full set of evaluation criteria: (1) Overall scientific or technical merits of the proposal; (2) Potential contributions and relevance to CTAC; (3) and Availability of funds. White papers shall not contain classified or proprietary data. The requirements for the offeror's e-proposal (white paper) are: 1) A "PDF" file readable with Adobe Acrobat Reader version 4.01 or greater shall be created and 2) The white paper submission files may be compressed (zipped) into one, self-extracting file entitled "PROPOSAL.EXE" using WinZip version 6.3 or greater (or program using compatible format). Consequently, the Offeror will be notified as to possible interest by the government. Upon notification, the offeror will be requested to submit a full proposal. Likewise the offeror will be notified if there is no interest in the proposed ideas represented in the white paper at that time. A debrief will not be available for white papers. If requested to submit a full proposal, this also will be submitted electronically. For the full proposal, the technical volume of the proposal is limited to 50 pages (Eight and one-half by eleven inches), excluding resumes, and management/facilities information. This volume should also include a separate section of specific task/subtask statements of the proposed work so that these could be incorporated into a Government Statement of Work (SOW). It shall also provide a motivation of value and purpose (i.e. if this is successful what impact it would have to the commercial and/or military world?), a concise technical scope and or goal, a contractor statement of work, complete technical details, a schedule of anticipated milestones or checkpoints, discussions of risks, and discussion of related work so as to put this proposed work into context. The schedule should include the milestones and deliverables, both reports and hardware. This volume should also clearly illustrate any technical data or computer software, which will be supplied to the government with other than unlimited rights and should identify other funding agencies for which the proposal has been submitted. The cost volume should: 1) be a separate document which clearly shows the costs of each proposed task separately, by month; and 2) provide Contract Pricing proposal Cover Sheet IAW FAR Table 15-2 (located after FAR 15.408), supported by adequate breakout of cost elements and rates by month for the purpose of cost/price analysis. Proposed subcontractor costs should be proposed in a similar detail. Cost proposals should be valid for a period of six (6) months after the date of submission. The requirements for the offeror's e-proposal are: 1) A "PDF" file readable with Adobe Acrobat version 4.01 or greater shall be created and; 2) The proposal submission files may be compressed (zipped) into one, self- extracting file entitled "PROPOSAL.EXE" using WinZip version 6.3 or greater (or program using compatible format); and 3) Cost or Pricing Type Data: All information relating to cost and pricing type data shall be included only in the section of the proposal designated by the Contracting Officer as the Cost Proposal. Under no circumstances shall cost and pricing type data be included elsewhere in the proposal. All questions may be addressed to Ms. Esther E. Proposals may be submitted anytime during the open period of this announcement and should be unclassified. The Government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement. The Government may also only select specific tasks within a proposal for award. This notice constitutes a BAA as contemplated in FAR 6.102(d)(2). No additional written information is available, nor will a formal request for proposal (RFP) or other solicitation regarding this announcement be issued. Interested parties are invited to respond to this synopsis. All responsible parties' responses will be considered.
