- NASA/GSFC intends to extend the ordering period and increase the maximum ordering value of the Indefinite Delivery, Indefinite Quantity (IDIQ) Contract NAS5-01090, Mechanical Systems Engineering Services (MSES), for the Applied Engineering and Technical Directorate (AETD). NASA/GSFC intends to purchase the services from Swales and Associates, Inc. on a sole source basis to allow continuation of the MSES contract until the follow-on competitive procurement is completed using the Source Evaluation Board (SEB) procedures. This extension/increase to the MSES IDIQ contract will allow for the issuance of task order modifications and new work task orders up to six months (6) beyond the current ordering period of February 15, 2006. Due to the time constraints and the need to avoid unnecessary duplication of effort, Swales and Associates, as the current incumbent, is the only responsible source qualified to perform this requirement due to its current involvement with complex systems and critical schedules of NASA flight programs such as HST, GOES, JWST, SDO, ST-5, etc. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 01, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
