- The National Institute of Standards and Technology (NIST) Boulder, CO proposes to negotiate on a sole source basis, under the authority of 41 U.S.C.253(c)(1) with, Dr. Andrei F. Kazakov of Wilmington, Delaware, to procure services for further development and maintenance of the SOURCE Data Archival System, a large thermophysical and thermochemical property data storage repository and other related data storage and dissemination systems for thermophysical property data as well as analysis of feasibility of implementation of thermophysical and thermochemical property prediction software tools based on molecular simulation and ab initio techniques for further extension of ThermoData Engine (TDE) software developed by Thermodynamics Research Center (TRC) of the National Institute of Standards and Technology for dynamic data evaluation of thermodynamic and transport properties of pure chemical compounds and their mixtures. General skills required involve computer programming and data management skills combined with extensive experience in physical chemistry, chemical thermodynamics, thermophysics, and chemical engineering. Specialized skills required include demonstrated familiarity with the scientific data systems and, in particular, TRC SOURCE data system. SOURCE data system is a major relational archival system developed and maintained by the Thermodynamics Research Center of the Physical and Chemical Properties Division to store ?raw? experimental data for thermophysical, thermochemical and transport properties of pure compounds, binary and ternary systems as well as chemical reactions. SOURCE data system is also a powerful tool to produce various compilations and critical evaluations of data in both hard-copy and electronic forms. This work is targeting further enhancement of the SOURCE Data Archival System and other related data storage and dissemination systems for thermophysical property as well as ThermoData Engine (TDE) developed by Thermodynamics Research Center (TRC) of the National Institute of Standards and Technology implementing the concept of dynamic data evaluation to provide on-demand recommended thermophysical and thermochemical property data for binary mixtures. Dr. Kazakov has the unique combination of experience, knowledge, and skills necessary to provide the solutions for all the tasks related to the work under the contract. Dr. Kazakov has been a prime developer of the complex kinetic data expert software systems. He is also familiar with the structure and operation of the SOURCE data system, a comprehensive storage facility supplying data to the TDE. Dr. Kazakov has a documented record of accomplishments in both physical science and scientific software development as it is reflected in his numerous publications in scientific journals as well as his presentations at various national and international scientific conferences which make him uniquely qualified to perform all tasks required. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice is for information purposes only. Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. Any source that believes it can supply the required services should respond by submitting a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements, within 15 days of this notice. Questions should be submitted in writing to the contracting officer either by fax or e-mail. Anticipated award date is November 7, 2005.
