Description
The National Energy Technology Laboratory (NETL) plans to solicit offers to administer programmatic research and development activities pertaining to the Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Resources Program. The formal solicitation document will be disseminated and proposals received electronically through the Industry Interactive Procurement System (IIPS) located at the following Uniform Resource Locator (URL): http://e-center.doe.gov. The anticipated release date of RFP DE-RP26-06NT42677 is on or about 11/04/2005. A Program Consortium will be selected for this requirement through an open, competitive process. Competition, however, is limited to organizations described in Section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under Section 501(a) of the Internal Revenue Code of 1986. An eligible Program Consortium must consist of two or more entities which may include corporations, trade associations, institutions of higher education, National Laboratories, or other research institutions. Background: Title IX (Research and Development), Subtitle J (Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Resources), Sec. 999B(a) of the ???Energy Policy Act of 2005??? states that: ???The Secretary (of Energy) shall carry out activities to maximize the value of natural gas and other petroleum resources of the United States, by increasing the supply of such resources, through reducing the cost and increasing the efficiency of exploration for and production of such resources, while improving safety and minimizing environmental impacts.??? Title IX (Research and Development), Subtitle J (Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Resources), Sec. 999B(c)(1) of the ???Energy Policy Act of 2005??? further specifies that: ???The Secretary (of Energy) shall contract with a corporation that is structured as a consortium to administer the programmatic activities outlined in this chapter. The program consortium shall -- (A) administer the program pursuant to subsection (f)(3), utilizing program administration funds only; (B) issue research project solicitations upon approval of the Secretary or the Secretary's designee; (C) make project awards to research performers upon approval of the Secretary or the Secretary's designee; (D) disburse research funds to research performers awarded under subsection (f) as directed by the Secretary in accordance with the annual plan under subsection (e); and (E) carry out other activities assigned to the program consortium by this section.??? The consortium will support the following program elements, including improving safety and minimizing environmental impacts of activities within each area: (1) Ultra-deepwater architecture and technology, including drilling to formations in the Outer Continental Shelf to depths greater than 15,000 feet. Project awards shall focus on the development and demonstration of individual exploration and production technologies as well as integrated systems technologies including new architectures for production in ultra-deepwater. (2) Unconventional natural gas and other petroleum resource exploration and production technology. Project awards shall focus on areas including advanced coalbed methane, deep drilling, natural gas production from tight sands, natural gas production from gas shales, stranded gas, innovative exploration and production techniques, enhanced recovery techniques, and environmental mitigation of unconventional natural gas and other petroleum resources exploration and production. (3) The technology challenges of small producers. Project awards shall be made to consortia consisting of small producers or organized primarily for the benefit of small producers, and shall focus on areas including complex geology involving rapid changes in the type and quality of the oil and gas reservoirs across the reservoir; low reservoir pressure; unconventional natural gas reservoirs in coalbeds, deep reservoirs, tight sands, or shales; and unconventional oil reservoirs in tar sands and oil shales. Note: The consortium shall not conduct any research activities related to naturally occurring methane hydrates. R&D efforts associated with naturally occurring methane hydrates will be conducted as specified under Section 968 of the Energy Policy Act of 2005. All requests for explanation or interpretation of any part of this synopsis must be submitted through the "Submit Question" feature in IIPS. Once a question is submitted, it cannot be edited. Questions submitted, as well as the Government???s response to these questions, may be viewed by using the "View Questions" feature in IIPS. The Government reserves the right not to respond to questions submitted by telephone, E-mail or in person at any time.
