Description
The National Cancer Institute (NCI), Radiation Oncology Branch (ROB), plans to enter in to a sole source procurement for a service contract on the Government owned Eclipse Treatment IMX Workstation S/N H480748 software with Varian Medical Systems, 596 Alder Drive, Milpitas, California 95035. The North American Industry Classification System Code is 811219 and the business size standard is $6M. The requirement is being prepared in accordance with the format in FAR Part 12. This acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items authorized in FAR Part 13.5. Along with Linear Accelerator, the Eclipse IMX Workstation software is designed to help the radiation therapists and physicians to accurately plan the best course of treatment for each individual patient. Radiation treatment of patients with various kinds of cancers requires ongoing exposure to radiation. Varian Medical Systems is the sole manufacturer of the Eclipse IMX Workstation software. It is critical that only factory trained technicians service this workstation due to hardware and software that is specific to these machines. Knowledge of proprietary information is critical in keeping this machine up to date and running with minimal down time. Ongoing exposure is critical to the treatment of patients and therefore requires a specific schedule of exposure and precise and timely doses. Service agreement requirements: Contractor shall provide all labor, material, equipment and major parts included in coverage. All maintenance services shall be performed in accordance with the manufacturer?s standard commercial maintenance practices. Contractor shall provide scheduled preventative maintenance inspections per contract period of performance. Emergency repair service shall be provided twenty-four hours daily, seven days a week. For software updates, the contractor shall provide Software Service in accordance with the manufacturer?s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The warranty on the workstation is only guaranteed if the workstation is serviced by Varian Engineers. Period of Performance: November 1, 2005 ? October 31, 2006. Varian Medical Systems is the only source known to the NCI that can provide the aforementioned service agreement requirements to maintain the highest level of professional care in operation and maintenance for our patients. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EST, on October 28, 2005.
