Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small businesses, service-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) with the capability to provide knowledge, information, publication and distribution services for the Head Start Bureau. Head Start is a national program that provides comprehensive child development services primarily to low-income children (ages 3 to 5) and their families. The overall goal of Head Start is to ensure that the children of low-income families acquire the skills and knowledge necessary to allow them to enter school ready for success. In order to accomplish this goal, Head Start provides comprehensive services to these children and their families. Head Start programs enhance children's cognitive, social, emotional, and physical development. It supports parents in their efforts to fulfill their parental roles as their child's primary educator by helping to support them while they work towards employment and self-sufficiency and by providing for their involvement in administering their local Head Start program. Early Head Start, authorized in 1994, provides services to infants and children from birth to age 3 as well as to pregnant women. Program regulations require that at least 10 percent of program enrollment opportunities be made available to children with disabilities. Head Start is administered by the Head Start Bureau of the Administration on Children, Youth and Families (ACYF). ACYF is a part of the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services (HHS). Grants are awarded by the ACF Regional Offices and the Bureau's American Indian-Alaska Native and Migrant and Seasonal Programs Branches directly to local public agencies, private organizations, Indian tribes, and school systems for the purpose of operating Head Start programs at the community level. Capability statements must address the following: 1) Familiarity with and knowledge of the Head Start Act, the Head Start Program Performance Standards and other regulations. 2) Ability to provide a staff that has a) successful academic and professional work experiences in the Head Start and early childhood development field, and b) the ability to direct and manage projects of this magnitude including solid fiscal management. 3) Demonstrated experience and expertise in providing information, building knowledge, and offering a broad range of materials to people in various professions and settings for their use in promoting the provision of quality Head Start and early childhood development services. 4) Demonstrated ability to establish and maintain working relationships with key staff through the Head Start and early childhood community. 5) Capability to provide professional customer service and referral service to the Head Start / early childhood community, including the ability to communicate in Spanish. 6) Demonstration of a high degree of capability in managing large projects utilizing enterprise technology and knowledge management, as well as the ability to adapt the project to meet the developing needs of the Head Start community with a strong emphasis on project planning, change management, quality assurance and maintenance. 7) Capability of managing the Head Start Bureau information archives and multimedia library. 8) Capability of producing printed and multimedia materials in accordance with the government printing regulations. 9) Capability to provide a materials ordering service to streamline the requisition and development of materials for distribution; i.e. advance notice requests and materials estimates, standardized web templates, formats, taxonomy and metadata growth and management, types and options for materials production, numerical and delivery strategies. 10) Capacity to offer approximately 5,000 square feet of warehouse space in the greater Washington metropolitan area to receive, store, retrieve and distribute information materials for Head Start programs. This facility must meet Government Printing Office and Postal Service shipping requirements, including the handling of automatic forklift mechanisms for pallets, and must integrate request processing with inventory control. Mailings currently number nearly 16,000 per year to a mailing list of approximately 3,000. A local delivery service is required. 11) Capacity to manage meeting logistics, support conferences and training efforts. The North American Industrial Classification System (NAICS) code is 519190. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates the Government to award a contract. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via e-mail to mforeman@psc.gov. The subject line shall read: ?HSBSS06?. All capability statements must provide the following: 1) company name; 2) address; 3) point of contact; 4) phone/fax/e-mail; 5) NAICS Codes; and 6) business size and status; (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUB Zone small business, small disadvantaged business, and women owned small business). Responses are requested not later than 5:00p.m., October 26, 2005.
