- MARKET RESEARCH SURVEY. US DOL is conducting market research as part of the Preliminary Planning phase of a potential commercial activities competition in accordance with OMB Circular A-76 and the Federal Acquisition Regulation (FAR) Part 10. DOL requires a variety of administrative legal support services as part of the operations of the Adjudicatory Boards and the Office of the Administrative Law Judges. A small number of Washington, DC positions support and maintain IT systems, provide secretarial services and administrative office support. The majority of positions provide direct administrative legal support to the Adjudicatory Boards and the Office of the Administrative Law Judges. The positions are located in Washington, DC plus Field Units at the following locations: Newport News, VA; Cherry Hill, NJ; Boston, MA; Pittsburgh, PA; Cincinnati, OH; Covington, LA; and San Francisco, CA. The Field Unit positions provide administrative legal support only. Administrative legal support tasks include (1) managing cases for judges; (2) conducting legal research and drafting legal documents for judges? signature; (3) preparing cases for hearing (typing and editing legal documents such as Orders, Notices, Motions, etc.); (4) carrying out post-hearing case procedures and processing cases; (5) responding to inquiries from attorneys, claimants and others; and (6) preparing decisions. There are approximately 5 FTE positions at each Field Unit and approximately 30 FTE positions in the Washington DC organizations. The purpose of this market research is to determine if sufficient, qualified sources would be available to meet agency requirements should there be a standard public-private competition. Qualified candidates (prime contractors and teaming subcontractors are acceptable) must be capable of providing all services at all locations. The outcome of this market research may not result in a contract, but a separate solicitation may be issued in the future.
