Description

The VA Pittsburgh Healthcare System (VAPHS) intends to negotiate a sole source procurement with Ortho Clinical Diagnostics,100 Indigo Creek Drive, Rochester, New York 14626 for reagents specifically formulated to support ProVue, manufactured by MTS and sold by Ortho Clinical Diagnostics. This procurement is being conducted in accordance with FAR 6.302-only one responsible source and no other supplies or services will satisfy agency requirements. Ortho Clinical Diagnostics distributes, maintains, and services the instrument in the U.S. and Canada under an agreement with MTS. The ProVue is a modular, microprocesor-controlled instrument designed to automate in-vitro immunohematological testing of human blood utilizing the ID-MTS/Gel Technology. The ProVue has been qualified by the FDA for use with the ID-MTS Gel Test gel cards and diluents, and Ortho 0.8% Reagent Red Blood Cells. The ID-MTS Gel Test gel cards are a patented trademark of MTS. Any reagent, other than the ID-MTS Gel Test gel cards and the 0.8% Reagent Red Blood Cells, will have to be approved by the FDA for use on the ProVue. This is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. No telephone calls will be accepted. Any firm that believes it can meet the requirements may give written notification to the Contracting Officer by email addressed to Kathleen.Policicchio@med.va.gov or by fax at 412-365-5444. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received by October 25, 2005 at 4:30 p.m., the VAPHS will proceed with the sole source negotiation with Ortho Clinical Diagnostics.
