Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation is issued as a request for quote (RFQ). All interested offerors must contact the Contract Specialist to receive specifications and drawings. Submit written offers (oral offers will not be accepted), on F2Q3635277A100. The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2005-06. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition will be 100% SMALL BUSINESS SET-ASIDE. The NAICS code is 238330 with a size standard of $12 Million. Line Item 0001 ? The Contractor shall provide all labor, material, and equipment to coat the existing concrete floor in an open bay area using Tennant Floor Coating or approved equal. For additional information see Statement of Work below. STATEMENT OF WORK FOR PAINTING CONTRACT BUILDING 790, F/A 22 HANGAR The following statement of work for the Painting contract is for non-pre-priced line items and is keyed to the Special Contract Requirements contained in Section H of the basic contract and serves to clarify intent within the annotated paragraphs. The requirements identified within the Special Contract Requirements shall remain in full affect unless otherwise specifically noted. 1. COST LIMITATIONS Building 790 is a non-residential facility and this work falls within an approved scope. 2. REQUIRED INSURANCE No variance. 3. NOTICE TO PROCEED Full NTP is subject to acceptance and approval of the schedule as complete. 4. ENVIRONMENTAL IMPACT No variance. 5. TELEPHONE COMMUNICATIONS SECURITY MONITORING No variance. 6. ORDER OF WORK The government requires this project work not to exceed 15 workdays and to be completed NLT 15Nov05. 15. PERFORMANCE MEETINGS No variance. 16. WORK SCHEDULE No variance. 17. NON-PRE-PRICED LINE ITEM 1: COAT CONCRETE FLOOR SYSTEM The Contractor shall provide all labor, material and equipment to coat the existing concrete floor system in the open bay area. The floor will be mechanically shot-blasted (per attached Specification). Then 2 epoxy primer coats and 1 coat of ECO-HTS, pigmented White, will be applied (per attached Specification). Optional, fine aggregate will be broadcast into the final coat as it is applied for non-skid purpose (1 pound/1000 square feet). The approximate area of the open bay for coating is 32,500 square feet. An optional 2,435 square feet of Tool Room area for coating, pigmented Canada Gray also should be costed. Approximately 1000 linear feet of 5-inch wide red lines, 18 red/yellow ?Bulls-eye? grounding locations, 2 green/white stripped eye wash locations and 12 ?Restricted area? signs will be applied to the open bay floor. As applicable, photos of the format, font, color and verbiage of the red lines, grounding locations and restricted signs are attached to this document. Provide protection for Bulls-eye and Restricted signs. Approximately 925 linear feet of 6-inch wide, yellow ?Tow Lines? will be applied, beginning at current outside lines and extending into the hangar. Towlines terminate as 2-foot squares. See attached sketch with approximate layout and locations. Apply ?Warning Signs? at each of the hangar door floors of Bldg 790. The floor will be properly cleaned and prepared prior to applying the signs. The format, font, color and verbiage of the signs are attached to this document. Provide protection for Warning sign. Provide cost breakdown to include both 1 mobilization and 2 mobilization events. CURRENT CONDITIONS The government will provide the open hangar area in total for contractor activity. The Contractor shall coordinate to the user through 1 CONS to allow for movement of equipment and furnishings from the floor space to other areas on Langley AFB. The contractor shall sequence work to maintain minimal mission impact on continued operations within the structure. PRINCIPAL WORK ITEMS (see attached Specifications for details) Clean and shot blast open bay floors to remove all oils and other contaminants. Apply 2 coats of epoxy primer and 1 coat Tenant Eco-HTS (Tenant or approved equal). Option: perform all of the above also to 2,435 square feet of tool room Apply red lines Apply 12 ?Restricted Area? signs to open bay floors Apply 18 ?bulls-eye? at open bay grounding locations Apply 2 ?Eye Wash ? station green/white locations Apply yellow Tow Lines Apply 2 hangar door ?Warning Signs? per the attached documents. Provide protection for all Restricted, Bulls-eye and Warning signs. ACCIDENTAL SPILLS In the event of fuel spillage during the performance of this contract, the Contractor shall be responsible for its containment, clean-up, and related disposal costs. The operator shall have sufficient spill supplies readily available on the pumping vehicle and/or at the site to contain any spillage. In the event of a Contractor related release, the Contractor shall immediately notify the Environmental Management Office and take appropriate actions to correct its cause and prevent future occurrences. If the federal, state, or local authorities assess any monetary fine, penalty, or assessment related to the release of any substance by the Contractor, his/her employees, or agents during the performance of this contract, the Contractor shall be solely liable for its payment, authorizes the United States Air Force to withhold such form payment and otherwise indemnify and hold the United States Air Force harmless. COMPATIBILITY Exterior colors, finishes, and construction materials shall be compatible with existing (white with red stripping) or as approved. If, in the process of accomplishing this work, the Contractor has to replace damaged concrete, white curing compounds shall not be used on newly poured concrete in this project. Only clear curing compound shall be used and the finish of new concrete shall match existing. COMPLIANCE All required work shall conform to the most recent applicable codes and regulations (i.e. OSHA, Uniform Building Code (UBC), EPA, Air Force Regulations (including ACUZ requirements where applicable), ASHRAE, SMACNA, NEC, NFPA, NRCA, and Brick Institute of America recommendations, Life Safety Code (et cetera). Colors, finishes, and construction materials shall be compatible with existing. (End of Statement of Work) The required delivery date is 15 Nov 05 to 1 CES, 37 Sweeney Blvd, Langley AFB, VA 23665-2091; FOB Destination. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The Government will award a firm-fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical acceptability, and ability to meet delivery date (assuming contract award is tentatively scheduled for 26 October 2005).
