- The 45th Contracting Squadron intends to negotiate a contract on a sole-source basis with the Southern Methodist University (SMU), Dallas TX, for support of nuclear test ban treaty verification. The objective of this acquisition is to expand the capabilities of the Seismo-Acoustic Monitoring Program. This program requires deployment of geophysical and acoustic data acquisition equipment to assist in the identification of small size, natural, and man-made sources. This contract will also provide research and development utilizing such equipment. SMU is uniquely suited for this work due to the existing Memorandum of Understanding (MOU) between the Korean Institute of Geology, Mining, and Materials (KIGAM) and SMU to operate and sustain seismic and acoustic arrays in the Republic of Korea. This sole source acquisition is justified under 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor's unique capability and acquisition history concluded that the highly specialized effort required is available from only one source. A cost contract is contemplated with a one-year basic contract period (1 Jan 06 ? 31 Dec 06) with two 1-year options. AFFARS 5352.201-9101, Ombudsman is applicable.
