- Description
- The Contractor shall provide support to the Environmental Test Division, Redstone Technical Test Center (RTTC), U.S. Army Developmental Test Command (DTC), for the testing and evaluation of weapon systems, assemblies, subassemblies, components, and o ther associated items. Contractor support shall consist of all labor and supplies, equipment, test fixtures, tools, materials, and transportation necessary to perform tests, evaluations, analyses, test management, and incidental activities required for te sting efforts, and other associated activities scheduled to be conducted by the Climatic Test, Dynamic Test, and Propulsion Test Branches of the Environmental Test Division. The contractor shall furnish all labor and materials to provide the services for e ach Branch specified, which will be further delineated in written Job Orders, test schedules, test plans, test procedures and other supplemental documents, as authorized by the Contracting Officer's Representative (COR). Information in the Job Orders may contain fabrication and instrumentation plans, including any drawings or specifications, test plans, schedules, documentation requirements, and required data formats. The Job Orders will clearly define each task and will be prepared in sufficient time for the contractor to plan and respond. The supplemental documents will include long-range test schedules and specify other test parameters such as test tolerances, transducer locations, number of test cycles, and support, repair, and maintenance requirement s. Services are required to provide technical support and support scheduled testing of weapon systems, subsystems, and/or components to the AMCOM acquisition community, the U.S. Army, and other customers (DOD, private industry, Joint Services, and foreig n governments) for weapon system research, development, production, and post-deployment testing activities, including, qualification, reliability, surveillance, and production tests. These efforts are conducted primarily at Redstone Arsenal (RSA) but test and evaluation support is also provided at other Continental United States (CONUS) and OCONUS (outside CONUS) sites on a temporary duty basis. The type of work performed under this contract requires that a variety of labor categories at an unpredictable l evel of effort be utilized in response to type and complexity of weapon system tests. Funding constraints require that specific funds relevant to specific tests be incorporated into the contract intermittently throughout the 5-year maximum period of perfo rmance of this contract as test requirements occur. Overtime may be required for all labor categories due to the critical nature of certain testing and inherent time and equipment constraints. The contractor shall operate and maintain the environmental eq uipment and facilities necessary for continuous climatic test capability 24 hours a day, 365 days a year, including holidays. The level of effort required for this shift work will be determined by the Contracting Officers Representative (COR) based on qu antity and type of tests, facility schedules, and safety/security constraints. Overtime shall be required to accommodate changing test schedules and testing of Category I items that require additional security measures. This procurement shall be 100 perce nt set-aside for small business concerns under the North American Industry Classification System (NAISC) Code 541710 as services in support of mission requirements. The small business size standard associated with this classification is 1000 employees. A s ite visit of the government facilities will be conducted after the solicitation is issued. The period of performance for the resulting contract will be from date of award through five ordering periods, for a total period of performance of five years, if al l ordering periods are accomplished. The dates for the period of performance in the RFP (in the CLINs and the dates for ordering) are the government's best est imates and may be changed. An Indefinite-Quantity contract (also known as delivery order or task order), with Cost Plus Fixed Fee Term (Level of Effort) pricing arrangement is contemplated. This requirement will allow no foreign participation. This solicit ation is not available on the World Wide Web (WWW).
