- On or about 15 November 2005, this office will issue a Request for Proposals for the construction of the Consolidated Services Facility, Buckley AFB, Colorado. Receipt of proposals will be on or about 28 December 2005. This solicitation is restrict ed to Service-Disabled Veteran-Owned Small Businesses. A site visit is scheduled for 6 December 2005 at the proposed Construction Site at 1:30 p.m. MST. To register attendance for the site inspection, you must contact the Resident Office no later than 1 December 2005 (Buckley AFB, Lavon Busby or Jennifer McQueen, telephone (303) 367-0316 or (303) 367-0335, Fax number (303)367-0357). Contractors must provide a fax on Company letterhead (including a legible phone number) with the following information for all visitors attending: 1) Name of Contractor or Firm Represented, 2) Visitor Name, 3) Visitor Social Security Number, 4) Visitor Date of Birth and Place of Birth, 5) Visitor Drivers License Number, 6) Visitor Proof of Citizenship. Only registered attend ees will be permitted access. On the day of the Site Visit, Contractors should enter the base at the Sixth Avenue Gate and present photo IDs to the Guards, then proceed to the Pass & ID Building just inside the gate to obtain a Vehicle Pass. A valid dri vers license, current vehicle registration, and proof of insurance will be required for the vehicle pass. Allow 60 minutes for the check-in procedure and issuance of a vehicle pass. Once a vehicle pass is issued, Contractors should proceed to the proje ct site (see Sheet G003 of the solicitation for a map) where a Representative of the Corps of Engineers will meet the contractors to show them the site and the pertinent features. Contractors should park in the parking lot located just northeast of the pr oject site. DO NOT submit requests for plans and specifica tion to the site visit personnel listed above. See ordering information below. This project is a Design/Build Project. The work consists of design and construction of a new 14,400 SF, one story Consolidated Services Facility for Buckley AFB in Colorado. The building will provide a facility for housing the Services Director and staff offices; Marketing Director and staff offices; Resource Management; Human Resources; Information Ticket and Tours; Food Service offices; and Honor Guard. The building includ es office space, a conference room accommodating 50+ people, a break room, locker and changing areas, restrooms, storage spaces, a sales area, a secured construction cashier cage, building service rooms, and an asphalt parking lot to accommodate 82 vehicle spaces and four handicapped spaces. The building is steel framed, load-bearing concrete masonry unit walls, foundation walls, and standard footings. Floors are slab on grade. Exterior walls are composed of exposed CMU, stucco, and glass and aluminum sto refront. The roof is standing seam. Mechanical work includes a high-efficiency, sealed combustion, condensing-type boiler; air-cooled packaged chillers; a VAV air handling system; a wet pipe fire sprinkler system, associated pumps, ductwork, piping, etc. Electrical work includes step down transformers; T-5, T-8 or fluorescent lamping; communication backbone; addressable fire alarm system; and pre-wiring of CCTV, CATV, voice/data, and intercom systems. Exterior site work includes site grading/removal, st orm drainage/erosion control, access drives, concrete walks, asphalt parking, site lighting, utilities, and landscaping. Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluations factors include: Design Experience; Qualifications of De sign Personnel; Past Performance, Design; Construction Experience; Past Performance, Construction; Qualifications of Construction Personnel/Mechanical & Electrical Sub-Contractors; and Schedule. Price will be subjectively evaluated considering Best Value and Realism. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for constr uction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2005: (a) Small Business- 50.9% of planned subcontracting dollars. (b) Small Disadvantaged Business 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business 7.2% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 0.5% of plann ed subcontracting subcontracting dollars*. (e) Hubzones: 2.9% of planned subcontracting dollars*. * denotes owned and controlled by Small business concerns. The awarded Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time proposed by him after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work within the time proposed in the Contractors proposal. Performance and pa yment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The RFP (plans and specifications) is available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. The RFP will not be provided in a printed hard copy format. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certi fications are effective until one year from date of submission or update to ORCA.
