- Provide all supervision, labor, plant, equipment, materials, and all other items necessary to make Emergency Temporary Roof Repairs for Homes/Buildings damaged by Hurricanes in the areas identified above by: 1) installing Government-Furnished plast ic; 2) furnishing and installing structural panels; 3) furnishing and installing joists and rafters, and 4) preparing submittals. As a minimum, the Contractor shall repair at least 500 roofs per day. The contracts are primarily being established to serve t he five state boundary of the South Atlantic Division of the U.S. Army Corps of Engineers (USACE), however each contract shall include a provision allowing for their use throughout USACE, if contingency support is required by another Corps of Engineer Dist rict Office. Mr. Leo J. Hickman is Contracting Officer for this project. Estimated duration for this effort is a base period of six months with two option periods of 12 months each. The contracts will be Fixed-Price Indefinite Delivery/Indefinite Quantity with a Guaranteed Minimum of $5,000. Multiple Awards of at least seven (7) Indefinite Delivery Indefinite Quantity (IDIQ) Roof-Repair Contracts will be made as follows: three unrestricted awards, two 8(a) Set-Aside contracts awarded to 8(a) firms (eligible 8(a) contractors serviced by SBA District Offices in Regions IV and VI), one HUB-Zone Set-Aside contract awarded to a HUB-Zone firm, and one Service-Disabled Veteran-Owned Small Business Set-Aside contract awarded to a Service-Disabled Veteran-Owned Small Business (SDVOB). The maximum dollar value of these contracts is $1 00,000,000.00 per contract, with a provision allowing for a modified increase in their total awarded value not-to-exceed 100% of the stated value in the event that such action is warranted due to the magnitude of storm devastation that may be potentially e xperienced over the life of these contracts. The NAICS Code assigned is 238160 with a Size Standard of $12M. This procurement will be advertised as a Competitive Best Value, Request for Proposal. The evaluation criteria will be in the solicitation packa ge. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan at the time of proposal submission. Note 1: This solicitation is being issued subject to availa bility of funds to be provided by FEMA. Note 2: The solicitation package will be available for download on or about 28 October 2005. Note 3: Wage Determination Information will be in the solicitation package. Note 4: Proposal due date will be 29 Nove mber 2005, 2:00 PM CDT. Note 5: The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
