Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to enter into sole source negotiations and subsequently award a Firm Fixed Price modification to establish: (1) a fixed price option for incorporation of an Engineering Change Proposal (ECP) to upgrade the current AllianTK-designed FMU-139C/B Electronic Bomb Fuze; and (2) a fixed priced contract line item to procure approximately 486 fuzes and accessory kits (Navy configuration) for various Foreign Military Sales (FMS) customers. This will be accomplished by modifying contract number N00019-04-C-0133 by other than full and open competition with Alliant Techsystems, Inc. (ATK), Rocket Center, West Virginia. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Unless otherwise stated herein, no additional written information is available. Request for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving a contract award will be registration in the DODs Central Contractor Registration (CCR) database. For more information on the CCR, contact the CCR Assistance Center at 1-888-227-2423. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The statutory authority permitting other than full and open competition is Title 10, U.S.C. Section 2304 (c ) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled, ?Only One Responsible Source and no other supplies or services will satisfy agency requirements.? See Numbered Note 22. Please direct all responses and questions to Ms. Christine Marshall at (301) 757-7052 or email at christine.marshall@navy.mil no later than 31 October 2005.
