- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to award a sole source contract modification to Northrop Grumman Ship Systems, Inc. (NGSS), 1000 Access Road, Pascagoula, MS 38567, for the detail design and construction requirements for the LHA(R) Flight 0 Amphibious Assault Ship, which has been designated as the LHA 6. The modification will be awarded under existing Contract N00024-05-C-2221 with NGSS that provides for the procurement of Long Lead-Time Material (LLTM) components and their associated logistics support, systems engineering, and planning, and which includes options for engineering/detail design for the LHA(R) Flight 0 ship and for special studies to develop/refine the requirements for all ships of the LHA(R) Program. The notional delivery date for the LHA 6 is June 2012. It is planned that the requirements for detail design and construction will be awarded no later than the first quarter of FY 2007. In the event that additional funding and Congressional authorization is provided in FY 2006, award of the detail design and construction requirements may be accelerated as well as the procurement of additional LLTM in FY 2006. The LHA 6 will be a modified variant of the LHD 1 Class Amphibious Assault Ships. The requirements for LHA 6 will require detailed knowledge and familiarity with critical technical details, design, configuration, and performance characteristics of the LHD 1 Class. NGSS has designed and constructed all LHA and LHD Class Amphibious Assault Ships, including LHD 8, which is currently under construction. As the sole designer and shipbuilder for these ship types, only NGSS possesses the requisite knowledge and experience to satisfactorily perform the requirements without considerable Government intervention and assistance. Therefore, NGSS is deemed the only responsible source and no other supplies or services will satisfy the Government?s requirements.
