- This announcement is being made with the intention of issuing a Blanket Purchase Agreement (BPA) for part numbered items that are sole source to Bullard, Inc. Total dollar value per order will be limited to purchases under the Simplified Acquisition Threshold ($100,000). The agreement will be for a total of five (5) years. Orders will be for direct vendor deliveries (DVD) in which the contractor will be required to store material and ship within the Uniform Material Movement and Issue Priority System (UMMIPS). Prospective contractors receiving an agreement will be required to implement an on-line Electronic Ordering Entry (EOE) system and Electronic Data Interchange (EDI) capability. This agreement will be issued as unrestricted. To be responsive to the agreement, all offers are required to be provided by an electronic media format copy and a hard copy. Currently the government only intends to accept electronic media offers submitted using Microsoft Excel spreadsheet. Central Contractor Registration is required. Lack of registration to the CCR database will make an offer ineligible for an agreement. Trade Agreements Act does not apply; however, the Buy American Act does apply. All responsible sources may submit offers which shall be considered by DSCP.
