- This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Hitachi High Technologies America, Inc., for a maintenance agreement on one (1) Model H-7500 Transmission Electron Microscope; one (1) Model S-4500 Scanning Electron Microscope, which includes a Model KS-55 camera; and one (1) Model S5200 Scanning Electron Microscope, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI-RML-6001). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06 dated 10/03/05. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items and is not a Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 811219 and the size standard is $6M. SCHEDULE: The NIH/NIAID/Rocky Mountain Laboratories proposes to award a purchase order to Hitachi High Technologies America, Inc., 5100 Franklin Dr. Pleasanton, CA 94588, who is the sole source for providing preventive maintenance and emergency repair services for the following Transmission and Scanning Electron Microscopes, as manufactured by Hitachi one (1) Model H-7500 Transmission Electron Microscope, one (1) Model S-4500 Scanning Electron Microscope including one (1) KS-55 camera, and one(1) S-5200 Scanning Electron Microscope. Hitachi High Technologies America, Inc. is the manufacturer and due to warranty terms is the only authorized source for maintenance. FOB Point shall be Destination, Hamilton, MT. Period of Performance will be 11/01/05 ? 10/31/06. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting form this solicitation. FAR 52.212-1 Instructions to Offerors-Commercial; FAR 52-212-4 Contract Terms and Conditions-Commercial Items; FAR 52.222-48 Exemption from Application of Service Contract Act; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Any response to this NOI may be mailed or faxed to the POC indicated above (Fax: 406-363-9288). Offers must be submitted not later than 4:30 PM (MDST) (10/28/05).
