- Air Force District of Washington (AFDW) is conducting market research to identify potential sources for Firm Fixed Price (FFP) AFPEO/CM Acquisition Support Services. The government does not intend to award a contract on the basis of this market research or otherwise pay for the information solicited. This request is issued for planning purposes and determines the availability of the commercial market. The Government is looking for a contractor capable of providing acquisition support services on a continuing basis to the AFPEO/CM, located at 1500 Wilson Blvd, Washington, DC. A Top Secret Facility clearance is required for the performance of this proposed action. A top-secret clearance, with Single Scope Background Investigation (SSBI), will be required for at least one full time individual on the contract (Sr Acquisition Analyst). A secret clearance will be required for all other personnel. All potential sources are asked to submit capability packages expressing their interest. The Capability package must be clear, concise, complete and limited to no more than twenty (20) pages, and shall include, at a minimum: (1) name and address of firm; size/ownership of business, (i.e. large, small, small disadvantaged, 8 (a), Disabled-Veteran, Veteran, Woman owned business, and Hub Zone); (2) number of years in business; (3) a point of contact with name, title, phone, fax and email; (4) Cage code and DUNS number (if available); (5) identify if you are a GSA schedule holder; affiliate contractor (if potential sub) or subcontractors (if potential prime); experience and familiarity with providing ?Acquisition Support Services?; (6) include past performance experience for the past three (3) years for same or similar services to include contract number, contract type, contract value, point of contact (POC) and telephone number. The applicable North American Industries Classification System (NAICS) code for this project is 541611. Please note THIS IS NOT A SOLICITATION or a REQUEST FOR PROPOSAL. All interested sources must respond to the solicitation announcement, if/when it is distributed, separately from the response to this SOURCES SOUGHT notice. The Performance Work Statement is as follows: Performance Work Statement Acquisition Support for The Office of the Air Force Program Executive Officer for Combat and Mission Support 17 October 2005 TABLE OF CONTENTS 1.0 BACKGROUND 2.0 DESCRIPTION OF SERVICES 3.0 DELIVERABLES 4.0 SERVICES SUMMARY 5.0 GENERAL INFORMATION 1. BACKGROUND 1.1 INTRODUCTION Air Force Program Executive Officer for Combat and Mission Support (AFPEO/CM) is responsible for managing all services acquisitions throughout the Air Force when the total estimated value exceeds $100M or pursuant to an Office of Management and Budget (OMB) Circular A-76 study involving 300 or more Full Time Equivalent positions, or designated as special interest. Currently the office provides oversight on approximately 140 programs valued at $118B. Approximately 30% of the programs are in various stages of source selection at any given time. 1.2 PROGRAM OBJECTIVES The purpose of this task order contract is to obtain senior-level services acquisitions support for AFPEO/CM's portfolio. The contractor shall be required to support the analysis and recommendations of defensible acquisition strategies based on innovative best value solutions, proven business concepts, and best practices. The efforts of the contractor will result in a significant improvement in acquisition planning, program authorization, and management of service acquisitions. This effort is envisioned to provide AFPEO/CM with repeatable, defined, accurate, timely, well documented and managed processes that produce quality acquisitions that are affordable and meets customer?s needs. 1.3 SCOPE The purpose of this task order contract is provide the full range of acquisition services in support of the PEO for Combat and Mission Support. Technical direction is provided directly by the PEO and the Deputy PEO. Full service support includes, but is not limited to the following areas of service delivery: Pre-Award Support Post-Award Support Training and Outreach Strategic Planning and Policy Review Pricing Support on Complex Acquisitions 2.0 DESCRIPTION OF SERVICES This Performance Work Statement defines the overall functional requirements to be supported by this contract. Individual task orders will be issued based on the type and quantity of qualified personnel required to support the functional tasks and duties required. 2.1 Functional Tasks The contractor will provide fully qualified and experienced personnel who can perform the following functional tasks. 2.1.1 Pre-Award Support Provide support to AFPEO/CM in shaping and approving acquisition strategies and making informed source selection decisions. This includes but is not limited to: Interface with program and contracting offices to shape and review acquisition strategies for source selections. Strategic planning and analysis for the acquisition of services. Advise staff directors on issues impacting individual acquisitions. Prepare the Acquisition Authority to take the Acquisition Strategy Panel. Prepare the Acquisition Authority to take source selection meetings. 2.1.2 Post Award Support Provide support to AFPEO/CM?s Portfolio management and oversight activities. This includes but is not limited to: Development of active, verifiable quality control and audit procedures that will provide an accurate assessment of performance objectives, their measures, and how well they are indicating the quality of contracts within AFPEO/CMs portfolio. Gathering and analyzing contract and contractor metrics 2.1.3 Training and Outreach Provide training support to AFPEO/CM. This includes but is not limited to: 1. Developing and providing in-house training for AFPEO/CM personnel 2. Developing and providing training material and training to customers in the field 3. Develop a means to capture and disseminate lessons learned 2.1.4 Strategic Planning and Policy Review Provide support to AFPEO/CM in reviewing and shaping policy that impacts services acquisitions. This includes but is not limited to: Policy formulation; policy review and comment Strategic planning and analysis regarding the acquisition of services 2.1.5 Pricing support Lead cost and pricing activities for PEO-level and complex acquisitions Train Government staffs in cost and pricing techniques 2.2. Functional duties for senior and journeyman acquisition analysts include the following, but are not necessarily limited to duties listed below: 2.2.1 Presents alternatives for government decision makers regarding various strategies that may be pursued in support of services acquisitions in the PEO's portfolio 2.2.2 Researches problems and roadblocks that occur during all stages of the acquisition process and crafts solutions that are effective from a policy, legal and cost standpoint. 2.2.3 Develops processes and procedures to provide management and oversight of services acquisitions 2.2.4. Serves as an advisor during procurement planning meetings and provides briefings at all level within the DoD acquisition community to explain source selection procedures and to communicate the PEO's acquisition objectives 2.2.5 Actively works to keep all program stakeholders informed of program status and issues 2.2.6 Advise the MAJCOM and the PEO in regard to the formulation and approval of the Acquisition Plans 2.2.7 Interfaces with headquarters, representatives of Air Force Acquisition Centers of Excellence, and MAJCOMs to assure that the latest policies are correctly interpreted and implemented 2.3. Functional duties for professional assistant include the following, but are not necessarily limited to duties listed below: 2.3.1 Performs and/or oversees a variety of associated administrative, fiscal, staff support, and planning activities, some of which require advanced or specialized knowledge and skills, such as budget administration and control, equipment, facilities, and inventory management, specialized record keeping and database management, and/or specified information-gathering projects and tasks. 2.3.2 Coordinates and facilitates meetings, program functions, and/or special events, as appropriate. Trains and oversees lower graded staff and/or students. May coordinate specified administrative activities and reporting across multiple organizational units within a department. 2.3.3 Manage calendars and track all assigned suspenses within the PEO's office. 2.3.4 Coordinate travel, set up high-level meetings and provide front office support. 2.4. Functional duties for cost & pricing analyst include the following, but are not necessarily limited to duties listed below: 2.4.1 Compiles and analyzes cost or pricing data to draw conclusions and make recommendations to MAJCOM and the PEO in regards to the acquisition proposals. 2.4.2 Recommends to MAJCOMs and the PEO regarding pricing alternatives, structures and evaluation methods. 2.4.3 Trains Government staff in cost and pricing techniques. 2.4.4 Serves as an pricing advisor during procurement planning meetings and provides briefings at all levels within the DoD acquisition community to explain cost or price realism results from source selection procedures and to communicate the PEO's acquisition objectives 2.5 Labor Category Qualifications and Key Personnel: The contractor shall provide dedicated, qualified personnel to manage and execute all aspects of the Performance Work Statement in individual task orders. All personnel are considered key personnel. As such, any change in personnel will be subject to prior Government approval. 2.5.1 Senior Acquisition Analyst Must have demonstrated breadth and depth of experience in leading and providing technical direction on DoD acquisition programs. At least 4 years of specialized experience at the senior decision making level on acquisition programs. Must have demonstrated hands-on source selections experience at the team chief level or higher. Must have directly supported a minimum of four source selections within the last five years. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A Masters Degree with a business concentration from an accredited college or university is preferred. Additional years of experience may be considered in lieu of a Master?s degree. 2.5.2. Journeyman Level Acquisition Analyst Must have demonstrated breadth and depth of experience in providing technical direction and support of DoD acquisition programs. Must have demonstrated hands-on source selections experience. At least 10 years of experience supporting acquisition programs. Must have directly supported a minimum of one source selection within the last five years. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2.5.3. Professional Assistant Must have at least two years of experience as an executive level administrative assistant. High school diploma or GED; at least 5 years of experience that is directly related to the duties and responsibilities specified. 2.5.4 Cost & Pricing Analyst At least four (4) years in providing cost and pricing analysis in support of major acquisitions. Must have demonstrated knowledge of price reasonableness and realism, and most probable cost techniques. Must have demonstrated ability to work with field audit agencies. Experience may have been obtained as a contract specialist and/or contracting officer. A Bachelors Degree with a business concentration from an accredited college or university is preferred. Additional years of experience may be considered in lieu of education. 2.5.5 Training and Outreach Provider At least four (4) years of experience as a skills trainer or a subject matter expert and knowledge management specialist in acquisition. Proven ability to prepare course curriculum and present course materials to a diverse audience. Proven ability to provide administrative support to schedule and execute training. 3.0 Deliverables The following data will be delivered to the Contracting Officer's Representative in contractor format, hard copy and electronic format using MS Office and/or MS Project: Deliverables Ref Para Due Date Briefings, reports, documentation 2.0 As required 4.0 SERVICE SUMMARY PERFORMANCE OBJECTIVE PWSPara(s) PERFORMANCE MEASURE Key Personnel Management 2.3 Contractor provides highly qualified and dedicated personnel. Contractor's personnel management results in low turnover and a stable workforce. Quality 2.0 Contractor provides sound, comprehensive, professional, and articulate analyses and recommendations in support of government decision making. Responsiveness 2.0 Contractor's responses are adaptable to the unique acquisition situation. Timeliness 2.0 Contractor's responses support timely decision making Statusing 2.2.5 Contractor will status the PEO or the PEO's staff in a manner that provides critical updates and insights regarding program status issues, areas of concern, challenges, or pending crisis. 5.0 GENERAL INFORMATION 5.1 Contracting Officer Representative or Quality Assurance Personnel (QAP). The Contracting Officer will appoint a Contracting Officer's Representative (COR) or Quality Assurance Personnel (QAP) who will represent the Contracting Officer regarding all matters of a technical nature only, and will be the direct interface with Contractor personnel during the performance of this requirement. Contractor personnel shall coordinate vacation leave with the COR two weeks in advance of planned leave. The Contractor will notify the COR within 3 hours of contractor employee start time in the event of an unplanned absence. 5.2 Supervision The contractor will provide supervision for all contractor personnel. Contractor personnel shall not supervise government employees. 5.3 Place of Performance Work shall be performed at Air Force Program Executive Officer for Combat and Mission Support (AFPEO/CM) Offices, 1500 Wilson Blvd, Arlington VA. 5.4 Base Support The Government will furnish, or make available, working space, equipment, and network access. All materials will remain the property of the Government and will be returned to the Contracting Officer's Representative upon request or at the end of the period of performance. 5.4 Security Requirements A top-secret clearance, with Single Scope Background Investigation (SSBI), will be required for at least one full time individual on the contract. This TS clearance requirement applies to the Senior Acquisition Analyst position. A secret clearance will be required for all other individuals. 5.5 Data and Privacy Information The contractor will have access to data and information proprietary to the Government. The contractor shall not divulge or release data or information developed or obtained in performance of this task order contract except as authorized by Government personnel or upon written approval of the Contracting Officer. The contractor shall not use, disclose, or reproduce proprietary data, other than as required in the performance of this delivery order. The limitations above do not apply to data or information that has been made public by the Government. Further, this provision does not preclude the use of any data independently acquired by the contractor without such limitations or prohibit an agreement at no cost to the Government between the contractor and the data owner, which provides for greater rights to the contractor. All products produced and their associated work papers are to be considered the property of AFPEO/CM All contractor personnel supporting source selections are required to sign a source selection certificate and are bound by the Procurement Integrity Act. 5.6 Travel Each task order will indicate the required travel in support of task order performance. Senior and junior acquisition analysts will be required to support frequent trips, usually not exceeding three days in length. 5.7 Customer Support Work Hour Parameters The individual task order will indicate whether the position is considered full time or part time. Contractors will coordinate their expected work schedule in advance with the COR/QAP. Government core duty hours are from 0900 - 1500. Flexible hours can be worked between 0600 and 1800. The responsibilities of the senior and junior level acquisition analysts may require overtime. The contractor will coordinate any compensatory time earned and taken with the COR/QAP. Senior and junior level acquisition analysts are considered salaried positions. Part time positions, less than 1 year of contract support services, or less than 40 hours per week, will be priced in the task order on a labor hour basis or firm fixed price basis as appropriate. 5.8 Legal Holidays The Federal Government observes the following holidays: New Year?s Day Martin Luther King?s Birthday President?s Day Memorial Day Independence Day Labor Day Columbus Day Veteran?s Day Thanksgiving Day Christmas Day
