- The U.S. Army, Tank-Automotive and Armaments Command - Picatinny intends to issue a solicitation, and negotiate on a sole source basis with the original design and installation contractor Shaw Environmental, Inc., Knoxville, TN, for a Firm-Fixed-Price Contract to provide continued permitting, regulatory, and engineering support for design, installation, maintenance, and proveout of the Explosive Waste Incinerator including its subsystems at Picatinny, NJ. Delivery and performance at Picatinny, NJ. Delivery schedule for data requirements shall be on or before 90 days after award. See Numbered Note 22. A non-competitive negotiation is planned with Shaw Environmental, Inc., Knoxville, TN, USA in accordance with FAR 6.302-1 "Only one Responsible Source..." because Shaw Environmental, Inc. is the only source that has the unique capability to meet contract requirements for specific support tasks in terms of cost and schedule. This notice of intent is not a request for competitive proposals. All responsible sources, however, may submit a proposal that shall be considered by the agency.
