- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ060004. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 424910. This solicitation is set aside for small business concerns. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The line item number is: Item #1, Supplying 200 tons of Wheat or Barley straw, delivered, and provide equipment and labor for loading straw into cargo nets. Per the straw requirements listed below. Item #2, Provide equipment and labor to load 18 tons of Wood Straw material into cargo nets. Approximate 48 bales of 750 pounds each. STRAW REQUIREMENTS 1. Straw may consist of Wheat, Barley, or Rice. 2. Only certified noxious weed free straw shall be used. Straw must conform to Idaho State Department of Agriculture (ISDA) Certified Noxious Weed Free Standards. Copies of the "Certificate of Inspection" for each field lot of straw shall be provided to the Contracting Officer or the Contracting Officer's Representative (COR) or a government representative at the time of delivery. All bales are to be tagged with appropriate "Certificate", and copies of each field lot will be provided to COR or Inspector at time of delivery. All straw shall be subject to additional testing to ensure compliance of IDSA standards. "Certificate" can be designated twine or tags. 4. To minimize the introduction of new noxious weed species straw grown within the local area (Idaho) is preferred. 5. Moisture content of straw is not to exceed 12% at time of delivery. Moisture content of the straw is important. Straw needs to be as dry as possible. Straw having 12% or less moisture content at the time of application had demonstrated a better pattern of distribution than straw with higher moisture content. 6. Straw shall be free of mold. 7. Straw bales should be comprised of straw lengths of 10" or shorter (Double-chopped is preferred). 10" or less is preferred for its rapid dispersion during the aerial application process. 8. Size of bales: 1 - Ton bales (4 string) - (3'x 4' x 8' or 4' x 4' x 8') DELIVERY 1. Delivery Date: Start: October 31, 2005 End: November 8, 2005 2. Delivery Amount: 200 Tons (Approximate Truckload = 15-20 ton each). IMPORTANT: 100 Ton must be delivered by November 4, 2005 with the balance due by November 8, 2005. 3. Delivery trucks should be no more than 40 foot trailer length and can consist of up to three (3) trailers. Check with Idaho and Oregon State Laws to verify trucking requirements for delivery route. 4. Contractor is required to furnish required permits relating to load weight and vehicle length. Contractor is required to deliver straw and unload ALL at the designated staging area. Straw is to be unloaded neatly, without breaking of straw bales. Straw must be covered upon delivery to staging area, with the top bales completely covered, and a minimum of 6 feet on each side sheltered. A designated agency representative will be available to identify area for unloading. Delivery Point: Delivery point is located on main road between Huntington, Oregon and Richland, Oregon. Road is located on west side of the Snake River. Delivery is approximately 22 miles north of Huntington, Oregon. Roads are paved for approximately 4 miles and then a two lane gravel road. The designated staging area is located on flat ground on east side of road between the road and the Snake River. Detailed map will be issued to awarded contractor. LABOR 1. Contractor is required to furnish all equipment and personnel necessary to perform the following: Application will begin approximately on November 7, 2005 and continue for an estimated duration of 6 days. Work may be delayed due to inclement weather conditions. a. Delivery and unloading of straw as outlined in Delivery section b. Loading of straw onto cargo nets in support of aerial distribution. c. Loading of 18 tons of government supplied "Wood Straw" onto cargo nets. Wood Straw bales are of approximately 750 pound bales. Appendix C: Transit Certificate Standards Revised 1-24-97, 10-20-03 Transit Certificate Minimum Requirements: 1. State agency information (address and phone number). 2. County agency information (address and phone number). 3. Transit Certificate numbering system. 4. Transporter name, address, phone number. 5. Consignee name, address, phone number. 6. Specific destination. 7. Reference to Inspection Certificate number. 8. Comments section. 9. Commodity/Forage type. 10. Package/bale size. 11. Number of bales or tonnage. 12. Type of Certification Marking used. 13. Issuer signature, Title, and phone number. 14. Issue Date 15. Statement: "Only original are accepted". Appendix D: Certification Marking Revised 1-24-97, 10-30-02, 10-20-03 A. Special blue and orange colored twine as approved by NAWMA. B. Galvanized baling wire. C. Forage Tag Minimum Requirements: 1. The words - "North American Weed Free Forage Certification Program". 2. A number system (for tracking purposes). 3. Province/state of issue. 4. Province/state telephone number (responsible official). 5. A statement that the product is "Certified to the North American Standards". Appendix F: Definitions Revised 1-24-97, 10-30-02 1. Certification Markings - tags, blue and orange colored twine, and galvanized wire. 2. Cubes - hay harvested with equipment which forms the hay into small compact self-binding units. These are not considered pellets as defined in this document and therefore the field of origin must be certified. 3. Forage - hay, straw, mulch, cubes, feed grain and pellets. 4. Noxious Weeds - those weeds including any weed seed or propagative plant parts, designated by the North American Weed Free Forage Committee. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.204-07, 52.211-05, 52.219-06, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-03 Alt. 1, 52.223-06, 52.232-33, 52.237-01, 52.246-02.
