Description
The U.S. Geological Survey, Central Energy Team, has a requirement for technical support and map generation for the Arctic Assessment of the World Energy Project. The work involves preparing and maintaining set of tectonic, structural, and geologic province maps in Polar Stereographic projection of the Arctic region (approximately 63 degrees North latitude to the North Pole). The contractor must be fluent in Russian and knowledgeable of Russian Arctic geology. The contractor shall provide the requested maps at different scales and different layers of spatial information to support the ongoing assessment in 87 potential additional provinces to be assessed throughout the World, using Desktop PC and Unix Workstation with geologic, petroleum and geographic information; scan and digitize geologic, structural, and oil and gas maps, cross sections and drafted line work to convert them to the GIS format. The contractor shall be familiar with Windows (XP and 2000) OS, with graphic software as Adobe Acrobat Professional, Adobe Illustrator, and with CD-ROM design and creation; UNIX operating system and be proficient in Windows based Desktop ArcGIS and UNIX based ArcInfo GIS software. The contractor shall be able to use these systems and their subsystems , especially feature creation and editing, image georeferencing, projection management, spatial data exchange between PC and UNIX, spatial data quality evaluation. The contractor shall have a strong geologic and petroleum concept knowledge and fluent in Russian language. This contract is scheduled for a 12-month base period with 2 one-year renewal option periods. No telephone or fax requests for the RFP will be accepted. It is anticipated that the RFP will be available on or about November 3, 2005 at the website of http://ideasec.nbc.gov. All interested vendors responding to this solicitation shall provide a written response, no electronic or fax responses will be accepted. This procurement is 100% set-aside for small business under NAICS 541360 with a size standard of $4m. This is not a commercial acquisition. The work under this procurement is not connected or incidental to traditional architect and engineering activities. The work primarily is mapping of geophysical data specializing in subsurface resources, such as oil, gas and minerals.
