PLACE OF PERFORMANCE: USAID/Cairo, Egypt SECURITY ACCESS: Employment Authorization AREA OF CONSIDERATION: U.S. Citizens or U.S. resident aliens who are able to obtain the required security clearance. Note: A candidate who is otherwise qualified, but does not meet full requirements of the position, may be appointed as a trainee and be required to serve at a lower grade level for the period of one year. A. ORGANIZATIONAL LOCATION OF POSITION: Although the position requires extensive travel to the Middle East, the incumbent residence will be in Cairo, Egypt. Cairo is the largest city in Africa and the Middle East. It has a number of urban problems such as severe pollution, and traffic congestion. However, it is relatively crime-free and offers many cultural and recreational opportunities, including major museums, important historical sites, and most sports. The Red Sea and the Mediterranean Sea are easily reachable and provide opportunities for most water sports, especially snorkeling and scuba diving. B. POSITION TITLE OF DIRECT SUPERVISOR: The Regional Alliance Builder will be supervised by, and will report to, the Supervisory General Development Officer of the OMEP office (Office of Middle East Programs) at USAID/Cairo, Egypt. C. OVERVIEW: The Global Development Alliance (GDA), a recent initiative of the U.S. Agency for International Development (USAID) has had considerable initial success in developing alliances between USAID and a large number of private businesses, foundations, NGOs and other groups. Increasingly, USAID field offices are seeking to meet their development objectives and deepen the impact of their activities by operating through public-private alliances. The GDA is seeking candidates for a Personal Service Contractor (PSC) position to serve as Regional Alliance Builders to support USAID field offices throughout the Middle East. Extensive travel in these regions will be required. Training will be provided in Washington, D.C. prior to departure. D. WORK DESCRIPTION: The Regional Alliance Builder is responsible for: 1. Helping USAID develop and implement strategies for effective outreach to private corporations and other potential alliance partners which includes: Supporting USAID alliance goals and objectives through outreach, cold calling, personal contacts and networking. Identifying potential alliance partners and developing relationships that may lead to future alliances. Working with other alliance representatives and the GDA to construct global deals which require multi-country networking. 2. Increasing the capacity of USAID staff and partners to build and promote alliances which includes: Assisting in training USAID staff and partners and best practices for building and managing alliances. Training missions and other USAID offices on the growing significance of Corporate Social Responsibility (CSR) in alliance building. Managing a GDA building team of USAID staff who work together to share contacts, tips, approaches and alliance activities in order to mitigate challenges faced by staff. Creating and managing tools that recognize excellent alliance-building efforts at the mission, region and bureau levels. 3. Identifying where financial resources are located and under which circumstances they can be accessed which includes: Developing a keen understanding of the primary entities that shape the market and becoming knowledgeable about where financial resources are situated. Accessing the International Financial Institutions (IFIs) and local governments when appropriate 4. Working out the technical aspects of alliance building which includes: Developing and/or applying appropriate risk assessment instruments to ensure that risk is shared appropriately. Conducting due diligence research on proposed partners. Working with the contracting officer to facilitate the formal agreement process. REQUIRED/DESIRED QUALIFICATIONS FOR THE POSITION: The Regional Alliance Builder shall have the following qualifications. Note that in order to be considered those marked ?required? must be met. 1. Education: Master?s degree in relevant field, including business or public administration (required). Exceptionally strong practical experience may substitute. 2. Prior Work Experience: Five to ten years of experience with private business (required), preferably with significant time in developing countries. 3. Knowledge: Demonstrated knowledge of private sector operations essential (required), some knowledge of donor or developing countries operations a plus. 4. Abilities and Skills: Must possess strong negotiation, written and oral communication, and interpersonal skills (required). 5. Language Proficiency: Fluent English speaker (required) with Arabic language skills a significant plus. 6. Ability to Obtain Secutiy Clearance: Be a U.S. citizen or U.S. resident alien and be able to obtain an employment security clearance (required). SELECTION CRITERIA: To be considered, the applicant shall meet those qualifications marked (required).
