Description
The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation number: VA-786A-06-IB-0006 for the following: Contractor shall furnish labor and materials for development of 14 acres of land for cemetery use at the new Sacramento National Cemetery in Solano County, California. The project will include but not limited to grading, burial section layout, storm drains, utility connections, flagpoles, gravel roads, pole barn for equipment storage, mobile trailers for office and public restrooms, above ground fuel tank and dispensing, fencing, installation of concrete crypts, landscaping and irrigation as per the contract specifications and drawings that will be provided. Please note all bidders responding to this solicitation must have the qualifications, either on staff or through sub-contract, of installation experience of at least 10,000 units of Precast Double Depth Lawn Crypts, as noted in Section 03400, Precast Double Depth Lawn Crypts. The magnitude of this project is between $2,000,000 and $5,000,000. NAICS code is 237990. The Size Standard is $28.5 Million. Performance period is approximately 180 calendar days from date of receipt of Notice to Proceed. METHOD OF AWARD: This is a cascaded, competitive three-tier solicitation to allow maximum opportunity for participation to Service-Disabled Veteran-Owned Small Businesses, HubZone Small Business and 8(a) Businesses. Under this acquisition, the Contracting Officer shall solicit and receive offers concurrently from Tier 1, Service- Disabled Veteran-Owned Small Business Concerns; Tier 2, HubZone Small Business Concerns; and Tier 3, 8(a) Business Concerns. Should adequate competition exist at Tier 1, to consist of two or more competitive bids from responsive, responsible, and eligible bidders, the Contracting Officer shall stop opening bids at that tier and proceed with award. If two or more responsive, responsible, and eligible bids are! not received at Tier 1, the Contracting Officer shall continue with t he opening of Tier 2 bids. Should adequate competition exist at Tier 2, to consist of two or more bids from responsive, responsible, eligible bidders, the Contracting Officer shall stop opening bids at that tier and proceed with award. If two or more responsive, responsible, and eligible bids are not received at Tier 2, the Contracting Officer shall continue with the opening of Tier 3 bids and proceed with award. Hard copies of this solicitation will be available on or about November 4, 2005. OBTAINING SOLICITATION MATERIAL: Electronic solicitations are not available. Bidders will be charged a $100.00 non-refundable deposit for each set of drawings and specs. Deposit must be in the form of a certified check, cashier's check, or money order made payable the "Department of Veterans Affairs." All requests shall be on company letterhead to include point of contact, physical mailing address, phone number, fax number, e-mail address. No telephone requests will be accepted. Individual copies of the Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer. NOTICE TO PRIME (GENERAL) CONTRACTORS: Unless Prime (General) Contractors are registered on the FedBizOpps website, potential subcontractors will not know of your interest in bidding on this project. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http:www.fedbizopps.gov/. Paper copies of the amendments will NOT be individually mailed. By registering for the Register to Receive! Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential bidders are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-BID CONFERENCE: A Pre-Bid conference will be held on November 15, 2005 at 10:00am Pacific time at the office of Carter & Burgess, Attn: William Romzick, 2033 Howe Avenue, Suite 220, Sacramento, CA 95825 (916) 929-3323. The due date for this solicitation is December 5, 2005, by 2:00pm Eastern time.
