- NOTIFICATION OF CONTRACT ACTION (NOCA) for the Small Diameter Bomb (SDB) Increment II. The Air Armament Center, Air-to-Ground Munitions Systems Wing (AGMSW), Special Projects Group (AAC/SPG), located at Eglin AFB, FL intends to issue a Request for Proposal (RFP) on or about 4 Nov 05 with written proposals due 16 Dec 05. Oral proposal presentations are scheduled to begin 10 Jan 06. The government anticipates the award of up to two Cost Plus Fixed Fee contracts for the competitive Risk Reduction Phase resulting from this solicitation. Any awards resulting from this solicitation will go to the contractor(s) that provide(s) the best value proposal considering past performance, proposal risk, mission capability and cost/price. It is further anticipated that the competitive period of performance of the resultant contract(s) will be 42 months. ATTENTION POTENTIAL OFFERORS: The Government has conducted extensive exchanges of information with industry and anticipates one more round of exchanges prior to the release of the solicitation so as to foster the purposes of FAR 15.201(a) through (d) while complying with the limitations of subparagraph (f). The next exchange of information is scheduled for 24-28 Oct 05. Interested sources having applicable capability, and background as a prime all up round (AUR) weapon system contractor who are not currently participating in these exchanges and are interested in proposing as a prime contractor should contact M. Christine Altman, (850) 882-7321 ext 2769 to receive information relevant to this effort. Draft RFPs 1-3 have been posted to FedBizOpps and are available for review. Only those AUR firms who are on the Certified Contractor Access List may receive relevant technical information and participate in exchange of information. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns relating to this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer or Contract Specialist previously identified.
