Description

This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. In addition, PMA209 has been tasked with the requirement to execute and implement an Engineering Change Proposal (ECP) to incorporate additional and enhanced functionality into the ARC-210 radio to be used fleet wide. The ECP requires that functionality contained in the RT-1851(C) be utilized as the baseline along with maintaining the full form function and fit. Additional functionality to be incorporated shall include airborne UHF data link and embedded programmable crypto capability. The effort shall encompass all Program Management aspects, Engineering, Hardware Development and Software Development, Testing, and Data Deliverables. As Rockwell Collins is the sole developer of this RT-1851(C) radio and maintain the proprietary rights to this radio, they are the only capable source of providing the requested changes. Effort will be required through 30 September 2009. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
