Description

Pursuant to FAR Part 5.203, this synopsis provides notice of FISC Norfolk, Philadelphia Division, Contracting Department?s intent to solicit to purchase, on a sole source basis, with Avineon, INC., 4825 Mark Center Drive, Suite 700, Alexandria, VA 22311-1846, for the items listed hereafter. The items are services of a non-commercial nature. The services consist of system design, upgrading, coding, and support of the Avineon NAVFIG/AVNAVTERPS system. NAVTERPS/AVNAVTERPS is an Avineon, Inc. developed system. NAVTERPS/AVNAVTERPS (Naval Automated Terminal Instrument Procedures System) provides automated, interactive design, graphics, and modification of TERPS at worldwide USN and USMC Air Stations and certain Host Nation airports. These services will take place at NAVFIG, Washington, DC. There will be a twelve-month period of performance and there will also be options to renew the services for four additional years. This service will be used to support various commands and activities on Naval Station Great Lakes. Avineon, Inc. is the only known firm that can provide services that will be fully interoperable, interchangeable, and compatible with the existing NAVFIG infrastructure and software of the NAVTERPS system. This procurement will use the authority of Sec. 4202 of the Clinger-Cohen Act of 1996; 10 USC 2304(c). If applicable, interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
