Description
INTRODUCTION The U.S. Securities and Exchange Commission (SEC) has an Electronic Data Gathering, Analysis, and Retrieval (EDGAR) System which performs automated collection, validation, indexing, acceptance, and forwarding of submissions by companies and others who are required by law to file forms with the SEC. Its primary purpose is to increase the efficiency and fairness of the securities market for the benefit of investors, corporations, and the economy by accelerating the receipt, acceptance, dissemination, and analysis of time-sensitive corporate information filed with the agency. The contract to support EDGAR expires in June 2006 and the SEC is interested in identifying vendors who would be interested in competing to provide follow-on support for EDGAR. The SEC anticipates releasing a draft solicitation in mid-November and a final solicitation in mid-January 2006. A pre-proposal conference will be held in the Washington, D.C. area at the end of January 2006. Proposals are anticipated to be due at the end of February 2006. DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI marked proprietary will be handled accordingly. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. BACKGROUND AND OTHER INFORMATION A condensed draft Statement of Work for the EDGAR re-compete solicitation is attached and provides background, objectives, scope and requirements for the support. HOW TO RESPOND Please submit your response to this RFI via email to Ms. Joanie F. Newhart, CPCM at newhartj@sec.gov, phone 202-551-7303, by Wednesday, November 9, 2005. If you are interested in competing to provide follow-on support for EDGAR, please provide your point of contact information, your GSA schedule contract number (if applicable), and a brief (limited to 5 pages) summary of your experience providing support similar to that described in the draft statement of work.
