- OVERVIEW The Czech Ministry of Defence intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the construction of an on base jet fuel storage installation at Namest nad Oslavou Airfield in the Czech Republic. The Infrastructure and NATO Security Investment Programme Directorate, located in Prague, Czech Republic, will be serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The Czechs intend to use basic (one step/one envelope) bidding procedure. This project is estimated at CZK 347 million ($14 million USD). The reference of the Invitation for International Bid (IFB) is ICB/03/2005-PHM, Project Serial No.: 2AF22024. The U.S. Department of Commerce will be using the reference ICB-CZECHREPUBLIC-03-2005-PHM-2AF22024. SCOPE OF PROJECT The estimated period of implementation is from July 2006 to October 2007. a) Construction of 2 x JFSIs each with 2 x 1,000 cum storage tanks; b) Construction of manifold/pump house; c) Standby power installation; d) Construction of power utility networks; e) Construction of Truck Loading Station (2 x 60 cum/hr); f) Construction of interconnecting pipeline; g) Construction of roads, paving, and drainage; h) Installation of additive injection system; i) Restore of RLS (Rail Loading Station); j) Construction of operations building with laboratory room; k) Construction of Track Carport; l) Implementation of related auxiliary works on site. ELIGIBILITY The International Competitive Bidding (ICB) may be attended only by companies domiciled in one of the participating countries, (i.e. in Belgium, Canada, the Czech Republic, Denmark, Estonia, Federal Republic of Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Turkey, the United Kingdom, and the United States of America). This condition also applies to all subcontractors and to members of associations, syndicates or groups. The successful bidder shall be strictly prohibited from subcontracting any works (including project design, labor and services) to companies domiciled outside the territory of the participating countries. The successful bidder shall also be strictly prohibited to subcontract the manufacture of any materials or items of equipment (down to the level of identifiable sub-assemblies) to companies domiciled outside the territory of the participating countries. Each bidder must also hold NATO RESTRICTED or a higher-level security clearance certificate and/or must obtain RESTRICTED or a higher level security clearance from their National Security Authority in compliance with Act 148/1998 Coll. Along with the bid, the bidder shall submit a bid bond blank guarantee in the amount of CZK 6,400,000. Interested firms must be nominated by their Embassies with the required Declaration of Eligibility along with verification of their security clearances (if applicable). Requests for participation received directly from firms cannot be considered. COMPANY CERTIFICATION PROCEDURES The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. However, all firms whose facility is located within the United States must be declared eligible by the U.S. Department of Commerce in order to qualify to bid for this procurement. The Host Nation is the Infrastructure and NATO Security Investment Programme Directorate in Prague, Czech Republic. Only firms that the U.S. Department of Commerce has declared as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Prague, which will in turn provide the Declaration of Eligibility to the Host Nation. Please visit the following website for more information on applying for the required Declaration of Eligibility: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm BIDDING PROCEDURES Those firms that are nominated to bid by their Embassies will be added to a distribution list of firms eligible to bid on this ICB project. However, before issuing the IFB/Cashier Des Charges, the Host Nation will completely verify technically and financially the bidders being issued with the Declaration of Eligibility. For this purpose, a questionnaire will be sent to all the nominated bidders. Any bidder that fails to submit or answers inadequately any of the questions of the aforesaid documentation may be eliminated from the bidding procedure. The IFB/Cashier Des Charges will be provided ONLY to those firms that have had a Declaration of Eligibility submitted on their behalf, have proven to be a security clearance certificate holder, and have completed and submitted their responses to the required technical and financial eligibility questionnaire. Before receipt of the IFB/Cashier Des Charges, each bidder will be required to pay a fee of CZK 46,000 for use of reproduction equipment. Account No., place and deadline of the payment will be shown in the instructions, which will be sent to all eligible bidders after the Host Nation has completed its technical and financial verification. IMPORTANT DEADLINES 1. Final date for the U.S. Embassy in Berlin to submit a Declaration of Eligibility (nomination letter) on your behalf: 1 December 2005 2. Anticipated date that the complete technical and financial verification questionnaire will be forwarded to those on the Bidder List: 9 December 2005 3. Anticipated deadline for Bidders to return their completed technical and financial verification questionnaire: 27 January 2006 4. Anticipated date of sending a call for payment of the reproduction equipment use fee: 6 February 2006 5. Anticipated date of sending a call for collecting the tender design documents: 28 February 2006 6. Anticipated date that the tender design documents will be forwarded to those applicants still on the Bidder List (distribution of the Cahier des Charges): 20-21 March 2006 7. Anticipated date of a conference and construction site inspection: 5 April 2006 8. Anticipated closing date for receipt of bids in the Czech language: 19 May 2006 9. Anticipated date that bids shall remain valid: 1 August 2006 10. Anticipated contract signature with selected bidder: 17 July 2006 The Bidders shall not be entitled to claim any financial or other compensation, or any reimbursement for the costs, expenses or damages they may have incurred in connection with the participation in this international competitive bidding. In case the Host Nation fails to select the winning bid until 1 August 2006, the Host Nation may either ask the bidders to extend the validity of their bids or cancel the International Competitive Bidding (ICB).
