Description
The general intention of this solicitation is to obtain competitive sourcing preliminary support services for the US Department of Labor, Other Non-Manufacturing Operations. The Department of Labor (DOL) is intent in securing preliminary planning services for multiple DOL agencies involving other non-manufacturing operations. This requirement is necessary in determining the possibility of an OMB Circular A-76 Standard Competition and options of how it may be handled. This notice does not constitute a commitment by the Government. It is desired for this contract to be in place and awarded NLT 30 November 2005. The contractor will assist DOL in carrying out its mission by providing preliminary planning competitive sourcing support services and any related accompanying work necessary to make the appropriate determinations. These A76 preliminary planning activities involve a highly diversified grouping of functions that include personnel in 34 states plus the District of Columbia and must be completed by end-March 2006, with applicable competition announcements posted in FEDBIZOPPS NLT 31 March 2006. The contractor shall provide all: labor, transportation, and management as necessary to meet contract requirements and shall include, but is not limited to organizational/work analyses and market research prepared to determine the appropriate manner to "package" the functions for public-private competition, and the appropriate competition venue(s). The contractor shall perform the full range of activities as specified at Attachment B, Section A of OMB Circular A-76 (revised May 29, 2003) pertaining to the functional areas, positions, and geographic locations as delineated in the specification. In addition to the requirements set forth in OMB Circular A-76, the contractor shall validate FTE positions listed, compare positions with current staffing, indicate potentially affected positions and list by specific demographic data elements. Duties shall also include weekly, draft, and final reports and participation in project status meetings. Contractor must have capability to apply applicable firewalls internally to provide unbiased support. This will be a formal source selection procurement for a firm-fixed-price contract designated for the period of 12/01/2005 ? 03/31/2006. Proposal due date is COB: 11/10/2005 at 3:00PM. Award will be based on the basis of low priced, technically acceptable offers to the Government considering the price, past performance and non-priced evaluation factors as stated in the solicitation and listed as follows: Factor 1 - Relevant Experience; Factor 2 - Project Staffing (includes providing resumes of who will actually be assigned to this effort); Factor 3 - Technical Approach to Performing Work; Factor 4 - Support for Small Business, Woman Owned Business and Small Disadvantaged Business Programs. For purposes of evaluation, Price, Past Performance and the combination of all Technical Factors are considered equal in importance to one another. Technical Factors, 1, 2, 3 and 4 are equal in importance to each other. The NAICS code is 561990. This procurement is being issued as Unrestricted ? open to all business concerns. In accordance with FAR 5.102 (a) (7) availability of the solicitation will be limited to the electronic medium; solicitation will be available for download free of charge via the Internet World Wide Web at the FedBizOps website (http://www.fedbizopps.gov/). All prospective offerors and plan room holders must register on the website in order to download the solicitation. To be eligible for consideration of this procurement, your firm must register directly with the Contracting Officer by email notification. The official plan holders list will be maintained on a weekly basis and will only be as accurate as to those companies that have registered directly with the Contracting Officer. Registering offerors and plan rooms must provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, plan room etc.), e-mail address and type of business (large, small, small disadvantaged, woman owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to continually view the website for any amendments made to this solicitation.
