The AVE I1 shall consist of two separate form factors: an embeddable solution and a stand alone end cryptographic unit (ECU) which shall be based on the embeddable solution. This acquisition will consist of a Basic period for design through CDR plus development & demonstration of prototype embeddable solutions; Option 1 development of ECU and embeddable solutions; and Option 2 production. The strategy consists of a full and open competition to initially select two contractors for the design effort.
