Description
BATTLE CONTROL SYSTEM (FIXED/MOBILE) INTERIM CONTRACTOR SUPPORT SOURCES SOUGHT SYNOPSIS This is not a solicitation but rather a request for sources for the development of an Interim Contractor Support (ICS) contract for the Battle Control System-Fixed (BCS-F). The development contract was awarded in 09 April 2003, to Thales-Raytheon Systems Company LLC (TRS). A BCS-F ICS contract is anticipated to include a one (1) year base period of performance with three (3) one-year options. The estimated value of the contract is $40M. DESCRIPTION: BCS-F will provide NORAD and PACOM commanders with a viable, interoperable, and open architecture air defense Command and Control (C2) platform in support of NORAD's Homeland Defense (HLD), which encompasses NORAD's mission of air sovereignty and air defense. The Electronic Systems Center (ESC), Combatant Commanders' C2 Systems Group (CC2SG), Hanscom AFB, MA, is seeking sources qualified to provide ICS for BCS-F. Of particular interest to the U.S. Government is demonstrated experience in providing sustainment support with little or no disruption of services to users. Further, all interested sources must also provide proof of the following: 1. Knowledge and experience in BCS-F hardware design, BCS-F and BCS-Mobile (BCS-M) software design. 2. Have all proper US State Department permits in place for working with foreign governments and customers. The BCS-F and BCS-M baseline software is proprietary to Thales Raytheon Systems. The government does not have unlimited rights to the total software purchase under the existing development contract. Responses must not exceed ten (10) pages on 8 ? x 11" paper with type no smaller than 10 pitch. This synopsis is for information and planning purposes only. It does not constitute an Invitation for Bid (IFB) or RFP, nor does its issuance restrict the Government as to the ultimate acquisition approach. Unless funds are made available for this requirement no contract will be awarded. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any cost incurred in developing the information provided to ESC.
