- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.This solicitation is issued as a request for quotation for small business set-aside utilizing the associated NAICS code 333999. Solicitation documents and incorporated provisions and claus es are those in effect through Federal Acquisition Circular. Provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Offerors shall include with their offer a completed copy of the provision at 52.212-3, Offeror R epresentations and Certifications - Commercial Items. Letters of certification shall be provided for all steel. Clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, are applicable to this acquisition. The scope of work consist of fabricating and delivering one (1) roller chain assembly consisting of one (1) connecting plate, two (2) connecting links, and approximately 146 links of assembled chain. Inner and outer bars shall be AISI 4142 steel, heat treated to BHN 321-388, and pins shall be AISI 4140 steel, heat treated to BHN 363-415, and selectively hardened on live bearing surface to RC 54, minimum. Chains and links shall be tested as specified on the drawings and specifications. The fabricator of the chain equipment shall be one who is in the business of fabricating custom roller chain equipment. The contractor shall have at least two (2) working installations of no less th an two (2) years. The fabricator shall be subject to the Governments approval and shall be required to record all tests with documentation being maintained and submitted for Corps of Engineers review. Assembly and disassembly of work shall be performed in the presence of the Contracting Officers Representative unless waived in writing.
