Description

The Naval Air Systems Command (NAVAIR), Structures Division (Code 4.3.3), at the Naval Air Warfare Center Aircraft Division, Patuxent River, MD has a requirement to procure engineering services from the Boeing Company for Reconfigurable Rotor Blades (RRB) development. This effort will develop, demonstrate in a ?-scale wind tunnel test actuation and full-scale engineering specimen bench test, and transition an in-flight, spanwise twist reconfigurable rotor blade for tilt-rotor aircraft like the V-22. The goal of the effort is to better optimize the vehicle?s performance for the two different flight regimes of hover and cruise. This is a notice of intent to request a proposal from and negotiate with the Boeing Company, Philadelphia, PA on a sole source basis. The Boeing Company has been identified as the only responsible source capable of meeting the Government?s requirement since they are the original developers of the twist reconfigurable rotor blade concept and own specific proprietary data rights to these technologies. It is anticipated that this will be a cost plus fixed fee contract with a period of performance from December 2005 through March 2008.
