Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Step Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This procurement will result in the award of a firm fixed-price design/build construction contract. Step I of the procurement process is a narrowing step of offerors based on offeror responsiveness and responsibility and technical factors that include: Past Performance, Relevant Experience, Technical Qualifications, and Past Small Business Subcontracting Effort & SDB Participation. Only those proposers selected in Step I will be allowed to proceed into Step II. Step II offerors will be required to submit technical and price proposals. The Step II technical proposal will require preparation of a Technical Solution for Stormwater Solutions, LEED Rating Analysis Report, and Small Business Subcontracting Effort & SDB Participation in Performance of This Project. Price proposals will include a Base Line Item Price and a Completion Schedule Adjustment. This is an incrementally funded MILCON project. Offerors will submit a firm fixed-price cost for the whole project complete. The Government will fund $41,440,971.00 at the time of award, with the remainder of the successful offeror?s award amount contingent upon the passage of the FY2007 Appropriation Bills. This projects creates new type I hangars for the H-60 R Helicopters at NAS Jacksonville. The new hangars shall be configured as 5 repetitive contiguous hangar modules under one roof. To position the new facility in the necessary location, 2 World War II-era Hangars, Buildings 122 and 123 will be demolished under this project. The new hangar will be designed to house five Helicopter Squadrons consisting of approximately13 aircraft and approximately 330 personnel in each module. One module will be used for the Naval Aviation Depot (NADEP) Integrated Maintenance Program (IMP). However this module will be designed the same as adjacent modules. In addition to the open hangar bay space (OH), the project includes required maintenance support, administration, and building support spaces for each squadron. The project also includes a helicopter wash rack along with site improvements such as utility infrastructure, repair/replacement of hangar aprons and tie-downs, new aircraft pavement markings, security fencing and gates, pedestrian circulation and parking lots. Hangar 122 is currently used by NADEP. NADEP?s occupancy in Hangar 122 includes a Wing Shop, Flight Check Space, two Paint Booths, Paint Bay Support Areas, Administrative Support Spaces, a Powder Coat Operation. The project will relocate these operations to existing Hangar 124. Hangar 124 will be renovated as required to support the displaced wing shop, flight check, Administrative Support Spaces, painting, and powder coating functions. Streamline design procedures will be utilized on this project. The total estimated price range for this project is $73,164,000 to $81,293,000.00 with a total design and construction schedule of 1,300 calendar days from the date of contract award. The liquidated damages for this project is $40,595.00 per calendar day of delay. The NAICS for this procurement is 236210 with a size standard of $28,500,000. The Step I Solicitation will be available on or about 07 November 2005. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. No Pre-Proposal Conference/Site Visit will be held during the Step I process. Step I Proposals will be due on or about 06 December 2005. The solicitation package will give exact dates.
