Description
This is a combined synopsis/solicitation for Lodging Services in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation # N62604-06-Q-8118 is issued as a request for quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-06 and DCN 2005-o0001. This solicitation is being conducted under Simplified Acquisition Procedures (SAP). This acquisition is 100% Set Aside for Small Business. The North American Industry Classification System (NAICS) code is 721110; small business size standard is $6.0. There is (1) one contract line item for Lodging Services to be performed in local commuting area of Redstone Arsenal, Huntsville AL 35898-5000. CLIN 0001 ? (850) EACH = DOUBLE OCCUPANCY ROOMS, FOR NAVAL RESERVE MOBILE CONSTRUCTION BATTALION 24, HUNTSVILLE, AL 35898. THE CONTRACT PERIOD IS 01 DECEMBER 2005 THORUGH 30 SEPTEMBER 2006. NAVAL PERSONNEL WIL BE LODGED FOR RESERVIST DRILL WEEKEND AND FOR OTHER UNEXPECTED EVENTS. THIS IS A 10-MONTH CONTRACT PERIOD. TENTATIVE DRILL WEEKEND DATES ARE: DEC 10-11, JAN 21-22, FEB 11-12, MAR 11-12, APR 08-09, MAY 13-14, JUN 10-11, JUL 15-16, AUG 12-13, SEP 16-17. A FURTHER LISTING OF DRILL WEEKENDS AND SPLIT DRILL WEEKENDS WILL BE PROVIDED BY NMCB-24 EACH WEDNESDAY PRIOR TO DRILL WEEKEND. 20 DOUBLE OCCUPANCY ROOMS PER MONTH MINIMUM. MINIMUM REQUIREMENTS ARE AS FOLLOWS: 1. THE CONTRACTOR SHALL PROVIDE SINGLE ROOMS BASED ON DOUBLE OCCUPANCY. EACH ROOM SHALL HAVE AT LEAST TWO (2) FULL/QUEEN SIZE BEDS; COLLAPSIBLE OR ROLLAWAY BEDS ARE NOT ACCEPTABLE. EACH ROOM SHALL HAVE ITS OWN BATHROOM AND ADEQUATE HEAT AND AIR CONDITIONING. ROOM ASIGNMENTS SHALL BE MADE BY THE CONTRACTOR BASED ON THE FOLLOWING: A. TWO (2) PERSONS OF THE SAME GENDER PER ROOM. B. OFFICERS WILL ONLY BE BILLETED WITH OTHER OFFICERS ACCORDING TO PAY GRADE (EXAMPLE: O-1 THRU 0-4 TOGETHER AND 0-5 THRU 0-9 TOGETHER). C. ENLISTED MEMBERS WILL ONLY BE BILLETED WITH OTHER ENLISTED SERVICE MEMBERS (EXAMPLE: E-1 THRU E-6 TOGETHER AND E-7 THRU E-9 TOGETHER). 2. THE CONTRACTOR SHALL PROVIDE AN UNINTERRUPTED SUPPLY OF HOT WATER TO EACH ROOM AT ALL TIMES DURING THE DURATION OF THE DRILL WEEKEND. THE TEMPERATURE OF THE HOT WATER SHALL NOT BE LESS THAN 100 DEGREES FAHRENHEIT. 3. THE LODGING FACILITY MUST BE LOCATED WITHIN A FIFTEEN (15) MINUTE COMMUTE FROM NAVAL MOBILE CONSTRUCTION BATTALION 24 LOCATED AT 2724 PATTON ROAD, HUNTSVILLE, AL 35805, BY SURFACE TRAVEL DURING A NORMAL WEEKEND DAY. 4. THE LODGING FACILITY SHALL HAVE AN INFORMATION DESK STAFFED TWENTY-FOUR (24) HOURS A DAY TO ASSIST THE RESERVISTS WITH ANY SITUATION THAT MAY OCCUR DURING THEIR STAY. 5. ROOMS SHALL BE SUPPLIED WITH DAILY MAID AND LINEN SERVICE. 6. THE PROSPECTIVE AWARDEE MAY HAVE TO CONDUCT A PRE-AWARD SITE VISIT PRIOR TO AND DURING THE TERM OF THE CONTRACT PERIOD. 7. THE NUMBER OF ROOMS AVAILABLE SHALL REMAIN FLEXIBLE. THE EXACT QUANTITY OF ROOMS NEEDED MAY CHANGE FROM MONTH TO MONTH BASED UPON REQUIRED MANPOWER; HOWEVER, AT NO POINT SHALL THE NUMBER OF ROOMS EXCEED THE TOTAL AMOUNT OF FIFTY (50) TO SEVENTY-FIVE (75) ROOMS PER NIGHT FOR THE DRILL WEEKEND. CHANGES CAN BE MADE UP TO NOON (12:00 P.M.) ON THE DAY PRECEDING THE DRILL WEEKEND. 8. NAVAL PERSONNEL WILL COORDINATE WITH THE CONTRACTOR FOR THE EXACT NUMBER OF ROOMS NEEDED EACH MONTH PRIOR TO THE NEEDED OCCUPANCY. 9. RESERVISTS WILL CHECK OUT BY NOON (12:00 P.M.) THE LAST DAY OF THE RESERVIST DRILL WEEKEND. 10. THE CONTRACTOR SHALL ONLY INVOICE THE ROOMS THAT WERE OCCUPIED. NO ROOM SHALL BE FILLED UNLESS THE PERSONNEL SIGN THE BERTHING SHEET THAT WILL BE PROVIDED BY THE NAVY PERSONNEL REQUESTING THE CONTRACT. EACH MEMBER STAYING IN CONTRACTED FACILITY MUST SIGN IN AND OUT ON THESE SHEETS. CONTRACTOR IN TURN, MUST FORWARD SHEETS TO NRMCB-24 POINT OF CONTACT BY 8:00 AM THE FOLLOWING DAY OF USE OF ROOMS, UPON EACH DRILL WEEKEND. 11. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR PAYMENT OF THE FOLLOWING: A. TELEPHONE CALLS; B. PREMIUM CABLE CHANNELS OR VIDEO GAME RENTAL; C. ROOM SERVICE, MEALS, BEVERAGES, BAR DRINKS, OR OTHER LODGING AMENITIES THAT ARE NOT STATED IN THE CONTRACT AS REQUIREMENTS. 12. CONTINENTAL BREAKFAST MUST BE PROVIDED BY THE CONTRACTOR DUE TO THE WORKING HOURS OF THE DRILLING RESERVIST THAT DO NOT ACCOMMODATE THE DINING FACILITY HOURS. . The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-2 Evaluation ? Commercial Items. NCBC will use the following factors to evaluate quotes, in descending order of importance: A. Technical capability of the item offered to meet the Government requirement and B. Price. The Government reserves the right to make award of the initial offer received without discussions. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and technical capability considered. Companies wishing to respond to this solicitation must be in compliance with FAR 52.204-7, Required Central Contractor Registration (CCR). The Internet site for registering in the CCR is http://www.ccr.gov. Companies wishing to respond to this solicitation must provide this office with the following: A price quote, submitted on your company letterhead or your standard company quotation forms for the requested items showing SOLICITATION NUMBER, UNIT PRICE, EXTENDED PRICE, FOB, PROMPT PAYMENT TERMS, DELIVERY TIME. OFFERS MUST BE SIGNED. Each offer shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications ? Commercial Items, their DUN & BRADSTREET CODE, Commercial and Government Entity (CAGE) Code and Tax Identification Number (TIN). Those companies not in possession of the provisions in full text may access them at http://farsite.hill.af.mil. The contract clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items is incorporated by reference and applies to this acquisition. The clauses at FAR Clause 52.212-5 and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisitions.
