Description

The Department of State, Bureau of Consular Affairs, Passport Services, intends to conduct a competitive procurement for a contractor to conduct U.S. passport printing services in a contractor-supplied turnkey facility. The contractor would be responsible for managing all aspects of facility operations and the printing, quality control, and mailing of U.S. passports and possibly travel cards. The contractor will be expected to provide space at a vendor facility, built-out per the specifications in the statement of work and meeting DSS and Diplomatic Security regulations, where personalization services will be conducted. At the government’s option, the vendor would provide two additional facilities for similar purposes. The vendor would be responsible for all security, guard services, and facility maintenance at the facilities as well as the purchase of most IT equipment and system administration. It is estimated that at peak production, the contractor may print, quality control, and mail up to 8 million U.S. passports per contract year at each facility while meeting all performance expectations as described in the RFP. A Fixed Price performance-based type of contract is expected. The contract is expected to be one two-year base and eight one-year options. The Government intends to release this solicitation on or about August 15, 2005. No hardcopies of the solicitation will be mailed out.
