Description
THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aircraft Repair and Supply Center (ARSC) intends to issue a Purchase Order using Simplified Acquisition Procedures(incorporating the latest FAC, FAC 05-05) for the Repair (1) each Horizontal Stabilizer PN# MY20331-16 NSN: 1560-14-477-2081. Item is to be Repaired IAW attached statement of work.This item is ACMS Tracked and is also a Flight Critical item.. ALL OEM SERVICE BULLETINS PREVIOUSLY INCORPORATED SHALL REMAIN INCORPORATED.SERVICE BULLETINS THAT UPGRADE THE COMPONENT OR IMPROVE RELIABILITY SHALL BE INCORPORATED UPON APPROVAL OF THE USCG?S CONTRATING OFFICER. If the vendor (or offeror as appropriate) proposes to use technical information (manuals, service bulletins, specifications, etc.) other than that specified in the solicitation to repair or overhaul these components, he shall provide the latest CMM, Revision Number, Service Bulletin or Amendment and a brief synopsis of the Revision and Date with his quote (proposal). All documents should be listed with basic and revision dates along with the source for this information. The OEM for all items are Cage Code is F6117 Dassault Aviation. The Coast Guard does not own nor can it obtain specifications, drawings, plans or other technical data for repair. The Statement of Work will be available as part of the Request For Quote (RFQ). Requests for specifications, drawings, etc. will be disregarded. The RFQ document, HSCG38-06-Q-100001, will be available for downloading from FedBizOps at www.eps.gov or can be obtained by faxing or E-mailing a written request to (252) 334-5427 (FAX) jalassiter@arsc.uscg.mil (e-mail address). Contractors shall be able to download, print, and E-mail the RFQ from the FedBizOps website. The RFQ/solicitation will be available for download after the closing date (Due Date or Response Date shown above) with an anticipated award date of Nov/22/2005. This date is approximate and not exact. Contractors are encouraged to register and use FedBizOps and can call Jim Lassiter, Purchasing Agent at (252) 335-6143 for assistance. The North American Industry Classification Standard (NAICS) is 336413 and the size standard is 1000 employees to classify as a small business. This is THIS IS AN UNRESTRICTED PROCURMENT OF SERVICES. All responsible sources may submit a quotation which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one, also be registered in CCR (Central Contractors Registration). Quotes may be F.O.B. Origin or F.O.B. Destination(F.O.B. Destination is preferred) and will be evaluated on the basis of best value to the government considering technical acceptability, price, delivery and past performance and quality and price realism. Desired delivery 150 days after receipt of material, required delivery date is 180 days after receipt of material. Packaging instructions will be specified in the RFQ/solicitation. Delivery shall be to U.S.C.G. Aircraft Repair and Supply Center, Elizabeth City, NC 27909 Attn: Receiving and/or Quality Assurance Section. See Numbered Note 26. Statement of Work HU-25 Horizontal Stabilizer P/N MY20331-16 S/N 415 Structural Repair 18 October 2005 OVERVIEW: During PDM Horizontal Stabilizer S/N 415 was undergoing required inspections of the structure, skin and fittings. Discrepancies found include cracked brackets p/n MY20331-6301 and -6302, numerous skin nicks and scratches, corroded bearings, corroded fasteners, and cracked/delaminated wingtips. This SOW is intended to address only the requirements listed below. However, it is recognized that during the process of a repair scheme development, circumstances may arise which could not be anticipated. For such instances, direct communication with the Coast Guard?s Aircraft Repair and Supply Center, HU-25 Engineering Cell will be required. These communications shall be for the purposes of clarification only and shall not be construed by the contractor as authorization for an increase in the scope of work being performed. In the event discussions result in the need for a change, the contractor shall not perform additional work until so authorized by modification to the delivery order by the Contracting Officer. LCDR Chip Hatfield (252-335-6887) or CWO Dorsey Johr (252-335-6310) are the POCs for any relevant questions. Horizontal stabilizers are serial tracked under the Coast Guard?s Aviation Computerized Maintenance System (ACMS). This tracking provides, but not limited to: an individual components historical record of repair and/or overhaul; tracking component time (TSN/TIS, TSO and MTBF); component status; physical location. WORK SCOPE: Repair cracked brackets p/n MY20331-6301 and -6302, numerous skin nicks and scratches, corroded bearings, corroded fasteners and cracked/delaminated wingtips IAW per Dassault Falcon Jet specifications, procedures and drawings. This repair work is essential to provide the Coast Guard with a spare horizontal stabilizer to ensure continued and safe flight operations of the HU-25 fleet. This Statement of Work describes the tasks that are necessary to accomplish this. These tasks entail review of similar repairs developed for the civilian Falcon 20/200 fleet and tailoring of these repairs for application on the HU25. REQUIREMENTS: Blend nicks/scratches at OUTBD trailing edge Replace R/H INBD brackets p/n MY20331-6301 and -6302. Blend scratches on aft spar p/n MY20331-4201 and -4301 Clean corrosion and/or replace all elevator hinge bushings/bearings. Clean corrosion and/or replace center elevator hinge bushings at L/H and R/H aft skin Blend scratches at L/H and R/H fwd lead edge skin Clean corrosion and/or replace nut plates at R/H fwd upper lead edge center area Clean corrosion and/or replace corroded fasteners along upper skin planks and aft attach fitting Clean corrosion and/or replace corroded shoring caps (4) Check thickness of previous blends at L/H lower OUTBD skin at tip/cap edge and notify HU25 Engineering of recommended repair. Blend and/or repair gouges/punctures on upper/lower radius of longeron Replace cracked/delaminated OUTBD edge wingtips Replace pulled rivets at rear OUTBD edge wingtips Provide a Component Repair record (CRR) describing the repair. The CRR will be used to update Significant Component History Report (SCHR). APPLICABLE DOCUMENTS: Dassault Falcon Jet Specifications. DELIVERABLES: The contractor shall provide a Certificate of Conformance (COC) for the work accomplished.
