Description
The South Atlantic Area is anticipating award of a firm, fixed price contract for construction contract administration services for the project entitled ?New Headhouse/Greenhouse, Gainesville, Florida.? The construction contract was awarded May 6, 2005, to MacMichael, Inc., Jacksonville, Florida, for $739,000. Work began in July, 2005, and is currently underway; the project is expected to be completed in April, 2006. The A-E services acquired by this contract will include the oversight of the remainder of the construction as well as design and review of a proposed modification (relocation of a wall and related work) to the construction. Price analysis and negotiation of the modification may be part of this contract. This is a Total Service-Disabled Veteran Owned Small Business Set-Aside. Service-Disabled Veteran Owned Small Business Architect-Engineer firms which meet the requirements described in this announcement are invited to submit a Standard Form 330, Architect-Engineer and Related Services Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include (1) professional capabilities (personnel involved in the appropriate disciplines required by the design and licensed in the state of Florida); (2) specialized experience and technical competence in relation to administration of federal construction contracts, especially relating to greenhouses being built to ARS design standards; (3) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (4) socioeconomic factors; (5) and capacity to accomplish the work in the required time. The Contractor must be registered with Central Contractor Registration to be eligible for contract award or payment. The Contractor shall have the capability to prepare or modify documents and drawings using software that is compatible with past and recent versions of AutoCad, WordPerfect, Microsoft Word, and Microsoft Excel. The applicable North American Industry Classification System (NAICS) Code is 541330. In accordance with the Federal Acquisition Regulation 19.14, only small businesses categorized as a Service-Disabled Veteran Owned Small Business (SDVOSB) can be awarded this project. To qualify as an SDVOSB, a firm must meet the requirements determined in 13 CFR Parts 125.8 through 125.13. As a reminder, acquisition of A-E services under Brooks Act procedures requires us to evaluate and rank the responding firms, and then begin negotiations with the most preferred firm. After selection of the most preferred firm, unsuccessful offers will, upon request, receive a debriefing involving our evaluation of significant elements of their proposals and responses to their questions about the selection process.
